Bobby "The Shirt" Briggs is a minor character in Family Guy serving as a main antagonist in the episode "Joe's Revenge." He is a criminal that shot and paralyzed Joe Swanson. He is also one of two Joe Swanson's archenemies (alongside Sheriff Nichols).
He was voiced by Will Sasso.
Biography[]
In "Joe's Revenge," Peter and the guys are watching the news on the television at the Drunken Clam, only to learn that Bobby Briggs was finally arrested. Joe was tearfully happy that he got justice, as Bobby Briggs was the one who put him in a wheelchair. Joe tells Peter and Quagmire that, back in 1996, Bobby was one of the biggest drug lords east of Providence. By going undercover, Joe had been tracking Bobby's operation for six months and eventually gained his trust. Joe almost had enough evidence to put Bobby locked up in jail for good, but he knew a taped confession would make sure Briggs was put away for a Long time. However, Joe asked Bobby about the quantity of drugs in his operation and referred to him with his full legal name, which threw Briggs off. Briggs then found out that Joe was wearing a wire and pointed a gun at him. Joe asserts that, if Bobby were to kill him (a police officer), then he'd be put away forever. Bobby knew he couldn't kill Joe, so he instead shot him in both legs and got away. The gunshots paralyzed Joe from the waist down, leaving him in a wheelchair ever since. After Joe recounts this story to Peter and Quagmire, the three continue to have drinks. The next day, Joe throws a celebration party for the arrest of Briggs.
The party proceeds smoothly until a news broadcast informs Joe that Briggs has escaped police custody. Joe tries to convince his police chief to assign him to the Briggs case, but the chief assigns it to two other officers instead, stating that Joe is "too close to the case." Later, Joe expresses his frustration at the Drunken Clam over drinks with Peter and Quagmire, who manage to convince him to purse Briggs on his own. The three friends visit Joe's house and he shows them a spare room, which has been converted to a den containing all the information he's found about Bobby Briggs over the years. The group decides to track Bobby's old girlfriend, Tanya, to the strip club she works at. Quagmire uses his "Vulcan V Meld" to ascertain Briggs' whereabouts. Joe, Peter, and Quagmire then find Briggs' apartment, intending to surprise him. Briggs runs away and they engage in a rooftop chase, which ends with Briggs getting away from them. Then, to make matters worse, Joe, Peter, and Quagmire are arrested by nearby cops and restrained in their cop car. Fortunately, Quagmire uses his penis (namely, the Swiss Army knife and match attachments) to free them of their handcuffs. Peter tells them about the piece of paper he found in Briggs' apartment with the area code for El Paso, a town on the border of the U.S. and Mexico. Then, the group drives the cop car out to Mexico to intercept Briggs' escape out of the country.
The guys set up a pseudo-border patrol check to look for Briggs; within a few days, Briggs arrives. He tries to run away, but Joe pursues him. The two are swept into the current of a river and throw punches at one another. Briggs has a gun, but Joe manages to startle him by throwing dirt in his eyes. Joe then gains possession of Bobby's gun and points it at him, asserting that he's waited years to get Briggs behind bars. Instead of killing him, Joe shoots both of his legs - intending to cripple him just as Briggs paralyzed him years ago. However, Joe accidentally hits the femoral artery and Bobby dies of blood loss. Quagmire and Peter rejoin Joe after the fight. Joe is a bit unsure what to do about the corpse of Briggs, but Quagmire takes initiative and kicks his body into the river that leads to Mexico.

- Briggs is the first villain to have an antagonistic relationship with one of the guys in Peter's friend group. The second villain is Jeffery Fecalman, who harbors hatred for Quagmire.
