~ Brainy Blabulous' catchphrase
Mr. Neamer, better known as Brainy Blabulous, is a minor antagonist in the Netflix series adaptation of the Captain Underpants franchise, The Epic Tales of Captain Underpants, serving as the main antagonist of "The Bombastic Blathering of Brainy Blabulous".
Mr. Neamer is the polar and smart opposite of Mr. Meaner and has the supervillain alter ago Brainy Blabulous who is the polar opposite of Mr. Meaner’s villainous alter-ago, Flabby Flabulous.
He was voiced by David Koechne, who also voiced Mr. Meaner and Squorg in the same show, Dag in Barnyard, Todd Packer in The Office and Chet in Piranha 3DD).
After George and Harold got transfer to a new school which is to be the polar opposite of Jerome Horwitz Elementary, they teach the kids to have fun, and teach them how to prank by using Mr. Neamer’s (the alternate version of Mr. Meaner) invention, the Grow-it-Alter 3000 to grow a water balloon, then they throw it off the roof and it lands on the teachers.
After getting rid of the evidence by throwing the invention off the roof, causing it to lands on Mr. Neamer and zap him, growing his brain, and he gets powers.
After easily defeating Captain Underpants, Brainy attempted to levitate George and Harold into space so they can die and restore the school to its former perfection, and without a permit. Luckily, George and Harold used the Grow-it-Alter 3000 on a smart-phone and grew it so big and got Brainy‘s attention, where they dumb him back down with the show “Road Trash” and turn him back to normal.

His appearance looks like his alter-ago but with a big brain.
Personality[]
As Mr. Neamer, he is a caring person to his students to make them learn things, unlike his original counterpart.
However, he turns into a hegemonic monster when turned into Brainy Blabulous wanting nothing more than to take over the world using his high intellect.
