CEO Carlos "Carl" is one of the two main antagonists (alongside Roy Rakoon) of Outfit7's Talking Tom & Friends franchise.
He is a power hungry, envious and ruthless egotist who seeks only commercial success and fame. He is also the uncle of Darren and one of the arch-nemesis of Talking Tom and Talking Ben.
He was voiced by comedian Brian Stack.

Carl is arrogant and carries himself with the belief that he is always the smartest person in the room. This confidence often blinds him to his own mistakes, causing him to underestimate others and overlook flaws in his plans. His arrogance fuels his refusal to admit when he is wrong, and instead, he bends situations to fit his version of events, protecting his ego at all costs.
He frequently cheats and manipulates those around him to achieve his goals, showing little regard for fairness or honesty. Carl’s wealth and influence give him the means to pursue his ambitions relentlessly, but he often uses these advantages to control others rather than build genuine relationships. Despite this, he puts on a false front of kindness and cooperation, using charm and deception to mask his true selfish intentions.
The only person or rather, pet that Carl truly cares about is his goldfish, Goldie. This limited capacity for connection highlights how isolated and emotionally distant he is from everyone else. While he sometimes displays flashes of intelligence and strategic thinking, these moments are inconsistent. Carl’s incompetence and poor decisions frequently sabotage his own efforts, making him both a dangerous and flawed opponent.
Biography[]
Carl has been given so much in his life he became a billionaire. He loves his pet goldfish more than anything in the world, except maybe his nephew Darren and himself.
In the New Pilot, the CEO tried to test an unstable app made by Ben which caused damage towards his vocals.
In the episode "The New CEO" of the Season 4, the CEO retired himself and left his pet goldfish in charge of his company and went away in a rocket backpack.
Throughout the series, He is ruthlessly active in eliminating Tom and Ben through numerous ways to put down their business, which include to expose their embarrassing videos, and become mayor of the town until he was bested by Tom. even so as building a Robot Doppelganger of Tom named "Tim" to ruin his image, until it self-destructed upon being overloaded by Angela. He also as to went far as tricking Tom onto a space trip which in reality was a plot to eliminate him by enclosing his ship towards the sun orbit, until the latter was saved by Ben.

Although it is never seen on screen, Carl is seen to have the ability to make robots and code them as he uses them for many things like gardening, voting for him, plans to put Tom and Ben Enterprises out of business.

- Despite being the main antagonist of the series, he does not appear in season 5 atall, the reason for this is because he was on vacation. Due to this, Roy Rakoon took his role as main antagonist.
