Caleb Hoff is the main antagonist of the Chicago PD episode "Due Process". He is a serial killer and rapist who managed to continue his spree after suing the city of Chicago for police brutality and illegal arrest.
He was portrayed by David Lind, who also portrayed Jeff in Five Nights at Freddy's.

Past[]
When Caleb was five his mother died, and his abusive father abandoned him when he was just seven. With no other relatives, Hoff was placed in an orphanage where he started his violent streak. He was first placed on the radar when he was arrested for the car theft and assault of the driver, a 16-year-old girl. Several years later, Hoff raped a college student named Nina Campbell, but she refused to testify, Caleb used a condom, and Nina also refused a rape kit. Feeling like a god, he went from simple assault to brutal homicides. His M.O. was to steal a vehicle and lure a young woman into the car before he would rape, torture, and kill them. His first homicide was Denise Bush, his second was Meredith Cheney, whose body was not found, and his third was Victoria Lee. Unfortunately for him, there was a witness to the last murder, so detective Lisa Martinez ruthlessly tracked down his every move. Martinez suspected he was staying at an address, but his roommate refused to let him and laughed at her. Angry at him, Martinez asked once again to let her in, but he refused, forcing her to assault Hoff's roommate to make him sign consent forms.
In the home, she found his blood-stained shirt, but Hoff claimed he was the victim of police brutality and an unlawful arrest, so he was released. Hoff then sued the city, and even the mayor publicly apologized to him. Before going on a killing spree, he stole a black Honda and went to a gas station to buy condoms.
Due Process[]
Using the Honda, he picks up a black couple, the Larsons and constantly stares at them for the whole ride, but mostly at the wife, Jessica. When they asked to leave, Hoff used his gun to shoot Ben, almost killing him, before riding off with Jessica in the back seat. Covering up any evidence, Hoff burned the vehicle and then raped and strangled Jessica to death in a warehouse. Thanks to some security cameras, Hoff is identified as the man, and Hank Voight easily recognizes him because of Hoff’s lies. Unlike other cases, Hank demands that the team do everything legal so the same thing doesn't happen. Ben also identifies him, but it is still not enough, considering he has been targeted before. Stealing another vehicle, this time a taxi, he lured in a woman named Renee Fergurson into the car, with her violent pleas for help being ignored as she called the police. Tracking him down to another warehouse after finding the burned vehicle, Ruzek and Upton enter to discover her raped and brutally beaten to death with a metal object.
Breaking into the home of one of Caleb’s friends, Ruzek and Voight threaten to beat him, but he refuses to say anything, forcing Voight to stand down and arrest him for possession. Eventually, he discovers through the help of his friends that Hoff is inside an old metal factory. As he enters the place, he finds Lisa in the factory, on her way to murder Hoff. After some shooting, Voight holds Hoff at gunpoint and, having a hatred for any type of sexual predators, threatens to shoot him if he moves a muscle. Hoff begins to surrender, but then jumps off the ledge, suffering injuries but nothing fatal. Continuing to threaten him, Lisa aims her gun at the disabled Hoff and is about to shoot him, but Voight manages to stop her. After making her leave, he pushes his foot on Caleb’s wound and allows him to be arrested by Halstead. His supervisor asks if anyone else was present, and Voight tells her not to worry, as they have enough evidence to put Hoff away for serial rape and murder. She agrees, thus making sure stays in jail forever.
