Carlos Hernandez is a supporting antagonist in Law & Order: Special Victims Unit. He is the original leader of the greatly feared BX9 gang.

History[]
At an unknown point in his life, he made and became the leader of the Dominican street gang, BX9. In 2012, several members were arrested for 4 counts of brutal rapes with objects, including that of Alejandro Pavel, the boyfriend of Ken Randall. Eventually, Hernandez became Marisol Pavel's boyfriend after her ex-boyfriend Cesar revealed who had committed the crimes. To stop him from testifying, he lured and executed fellow member Jesus Montero in front of several members and forced them to lie about Jesus being murdered by the rival Del Toros. Carlos recruited Jesus' brother, Manny, and had gang members rob and assault his mother until he joined. As an initiation, he made him rob the pharmacy he worked at for some Oxycodone, instead, Manny was tricked into only taking aspirin.
Betrayal's Climax[]
Carlos first comes into the crosshairs of SVU after a night-long gang-rape against 16-year-old Avery Capshaw when her boyfriend Manny botched a robbery. All the participants are arrested for the assault, but one of the detainees (Manny Montero) is innocent. SVU tries to prosecute all of them but the situation around what happened is too ambiguous to count as rape. Carlos later leads a vicious beating on Avery and her parents John and Lydia Capshaw that hospitalizes all of them. SVU eventually receives evidence proving Carlos killed Jesus to shut him up because his fellow gang members betrayed him. After hearing about this, he has Manny Montero hanged in his prison cell and his tongue removed post-mortem. Hernandez confesses to Avery that he did indeed order the hit of Manny, so he is officially arrested, but not before he threatens Olivia Benson's life.
Beast's Obsession[]
Hernandez is last seen sharing a cell with psychopathic criminal William Lewis. Odafin Tutuola then questions him, but he denies involvement in assisting Lewis.
Overarching effect[]
Even after his arrest, the BX9 is just as successful with rackets in prostitution and intimidation. Later, Felipe Heredio, a former lieutenant, threatens ADA Rafael Barba on the orders of corrupt prison official Gary Munson and gets arrested.
Eventually, a new leader named Oscar Papa brings the small gang into a massive crime organization with hundreds of members. To recruit members, Papa orders the rape of their mothers and/or sisters, Aswell as that, they rape a girl, attempt to kill Olvia Benson and her adoptive son, and butcher Mike Duarte with machetes.
