This villain was proposed but was rejected by the community for not being heinous enough or lacks what is necessary to be a Pure Evil villain. Carmine Falcone is the overarching antagonist of Matt Reeves' 2022 superhero crime film The Batman. He is the most powerful crime lord in Gotham City, with near-total control of its criminal underworld as well as having most of its police and elected officials on his payroll.
During Batman's second year as Gotham's vigilante, Falcone and everyone connected to him are targeted by a mysterious serial killer called the Riddler - with the latter preying on Gotham's corrupt political elite. Thereafter Batman would also learn of Falcone's involvement with his late parents Thomas and Martha Wayne, including his potential role in their deaths. Falcone is also the employer of the up-and-coming gang boss Oswald Cobblepot, as well as the father of Selina Kyle/Catwoman - whose friend Anika would become one of his many victims.
Carmine Falcone was born to an italian family in gotham city. He was married, and had two children named Sofia and Alberto. Eventually carmine formed his own crime family, and became a rival of mafia boss Salvatore Maroni.
Carmine first met Thomas Wayne after he was shot by a rival gangster. Thomas treated Falcone's wounds while, unbeknownst to him, his young son Bruce watched.
Soon afterwards, Thomas - now running for mayor of Gotham City - asked Falcone to silence a journalist who was writing an expose article about his wife Martha's family history of mental illness. Thomas merely wanted Falcone to scare the reporter into backing off, but Falcone had the man killed. Horrified, Thomas threatened to go to the police. A week later, he and Martha were murdered; it is left ambiguous whether or not Falcone ordered their deaths.
At some point later, Falcone turned the urban renewal fund Thomas started to build housing for the poor into a slush fund used for money laundering and bribery. He was aided by rival crime boss Salvatore Maroni and three corrupt city officials: Mayor Don Mitchell Jr., Police Commissioner Pete Savage, and District Attorney Gil Colson. As a consequence, the Gotham Orphanage was abandoned - leaving it rundown, and leaving orphans like Edward Nashton in poverty, Nashton would seek to punish Falcone and Gotham's corrupt elite in a homicidal rampage as the serial killer dubbed "The Riddler".
Thereafter Falcone secretly became a police informant to put Maroni in prison so he could usurp his rival's drug trafficking operation. He used this influence to bribe virtually the entire Gotham City Police Department; as a result, he ruled Gotham City with an iron fist for the next 20 years. It was during that time Falcone began an affair with a prostitute at the 44 below named Maria Kyle, who - unbeknownst to him - ended up giving birth to their daughter named Selina. Falcone murdered maria 7 years later, and selina ended up in the foster system, with falcone not doing anything about it.
The Batman[]
When Mitchell is murdered, Falcone attends his funeral with his right-hand man Oswald Cobblepot. Thereupon he meets Bruce Wayne, unaware that the latter is secretly the vigilante known as "Batman".
Soon enough, Bruce learns about the reporter's murder; he later visits Falcone in his nightclub - the Iceberg Lounge - to find out whether his father was involved. Falcone says that Thomas came to him for help, but neither confirms nor denies that he had the reporter killed or that Thomas asked him to do so for him. Soon afterwards, Bruce - as Batman - investigates Falcone with help from GCPD Lieutenant James Gordon, and discovers that Falcone was the rat who informed on Maroni to the police.
When Batman meets Selina, she tells him that Falcone is her father who was never there for her following her mother's death. Selina then reveals that Falcone had murdered both her mother as well as her girlfriend Annika Kosolov, the latter of whom he killed because she had discovered that Falcone was the informant. Selina, wanting to avenge both her mother and girlfriend, goes to the Iceberg Lounge to kill him. She comes face-to-face with Falcone and reveals her identity to him before attempting to shoot him. However, Falcone evades Selina and overpowers her. He then begins choking her, gloating that her mother had died the same way. Fortunately, Batman arrives just in time to save her and brutally subdue Falcone. It is then Selina attempts to execute her father until Batman convinces her not to throw her life away by becoming just like him; Selina eventually relents and thereupon Falcone gets arrested by Gordon, one of the few police officers in Gotham who is not in the crime lord's pocket.
As he gets apprehended, Falcone gloats to Batman that he will never reveals his secrets. Cobblepot interrupts by cursing Falcone as "a rat" and obliquely threatening to have him killed in jail and take over his empire. Falcone laughs off the threat, dismissing Cobblepot as "a gimp in a suit" who will never run Gotham. Enraged, Cobblepot pulls a gun on Falcone and attempts to shoot him; a gunshot sounds and Falcone slumps to the ground, having indeed been shot despite Penguin saying that he didn't pull the trigger. Falcone then dies in front of Batman, who along with the police learn that it was actually the Riddler who had just killed Falcone with a sniper rifle from across the street. As Batman and Gordon lead the police to apprehend the Riddler to put an end to his killings, Selina walks away after taking a final distasteful look of her late father's dead body.
