Carter Perry is the secondary antagonist in "Born Into Bad News".
Background[]
Carter was close to his uncle Ron and followed in his footsteps by becoming a police officer like him. He was assigned to a unit, under Sgt. Dave Roland's supervision and took to learning from his methods in police duty. However, Roland and the other senior members turned out to be greedy cops who upon busting stash houses, would steal some of the money or other items for themselves. Carter would participate in several of the corrupt unit activities, treating himself to some of the money.
Born Into Bad News[]
Carter caught wind that an investigation would be made into the unit, so he secretly notified his uncle of the trouble. However, he withheld the fact that he was in on some of the thefts. His uncle understood and looked for help by taking him to his old friend Hank Voight, who was in charge of the CPD Intelligence unit. The pair met Voight and informed him how Carter wants to expose his unit for their corruption, something he agreed to. Intelligence was able to put up a scenario that exposed the unit, but some were able to escape custody. However, Roland made sure to imply to Voight that Carter knew along what they were about and that he may have been involved. Ron and Carter were worried as they suspected Roland might realize Carter blew the whistle on them, so they were instructed to get out of the city until the unit was arrested.
That night, he and his uncle were driving until they were ambushed by two gang members Drugstore and Bang Bang who were sent by the rogue cops. Ron was killed while Carter survived. In the ambulances Carter was met by Voight. Carter reveals that he actively participated in the crimes of Roland. Realizing he knew, Carter pleaded to him understand his situation because of his past deeds. However, Voight responded by condemning Carter for his deceitful nature that played an indirect role in getting his uncle killed and presumably had him arrested.
