The Amoral or Immoral are unable to be judged by concepts of right and wrong or happen to lack moral senses. Some are known to have Moral Agency issues but all belong here.

Abstract characters such as Deities fall under this. However, on a terrestrial scale examples of Amoral villains would be:

Pure Evils CAN NEVER qualify. While they may be unconcerned with right and wrong they are aware of what is but always choose to do wrong. Furthermore, some villains can still count as Pure Evil if they merely don't understand why people are feel disgusted with their crimes as those typically taunt characters for their morals.

Pure Evils understand morality and take pleasure in what they do; if they don't believe in morality they should go under Delusional or Nihilists instead.
