If you can take advantage of a situation in some way, it's your duty as an American to do it! Why should the race always be to the swift? Or the jumble to the quick-witted? Should they be allowed to win merely because of the gifts God gave them? Well, I say cheating is the gift man gives himself.

These villains are the sort that would resort to using unfair means to win fights. As most conflicts in fiction are matters of life and death/Good vs. Evil and thus have no actual "rules," most characters in this category come from stories involving some sort of contest. This may also include Sore Losers, those who ultimately lose their fights and/or contests, but then immediately attempt to attack the winner out of spite.

Due to their nature, it is difficult for a cheater to also be a honorable villain, unless they display a noble trait such as keeping a promise, respecting someone's memory, displaying gratitude, or being merciful (e.g. Billy Butcher, Romeo, Dr. Eggman, Mr. Krabs, Black Suit, Daniel J. D'Arby, Chozen Toguchi, Heinz Doofenshmirtz, Tank, Volt Luster, Spectra Phantom, President Coriolanus Snow, Death, Blitzo Buckzo, and Xibalba).

Villains who cheat on their significant other do not count, and are to be put under Adulterers instead.

They are the evil counterparts of Pragmatists.
