Villains from chopsocky media with a heavy focus on direct fighting and/or hand-to-hand combat (i.e. Dragon Ball, Mortal Kombat, Super Sentai, Power Rangers, Street Fighter).

While most Chopsocky Villains are Martial Artists, some come from works focusing on martial arts but are not Martial Artists themselves (e.g. Komtuan, Eric Sacks). Likewise, they can be Martial Artists and not Chopsocky Villains because their works of origin do not entirely focus on martial arts (e.g. Winter Soldier, Stewie Griffin, Rex Dangervest).
