Corrupt Officials take many forms; they may be world leaders or powerful businessmen who act criminal, or they may be politicians, judges, chiefs, executives, officers, entrepreneurs, teachers, principals, lawyers, or members of law enforcement (such as police officers, special agents and detectives) who abuse their position for their own selfish gains. They are villains who work for corrupt organizations or are corrupt themselves. They're the villainous version of Heroic Officials.
To qualify for this category, a villain simply has to be in a position of power which he or she uses in an inappropriate and infelicitous manner.
Officials include:
- Police officers/Vigilantes: their primary mission is to maintain the law and order within the area they work in. Corrupt police officers are those who abuse their power and oftentimes commit police brutality (e.g. Lee Bodecker, Blue Hawk, Frank Tenpenny, Jo Slade, Captain Putty, Melanie Hawkins, Wayne Bailey, Howard Payne, Lewis Snart, Viviano Westwood, Warden Nuchi, Sheriff Storch, Hank Quinlan and Bad Cop). Corrupt detectives (e.g. Detective Connors, Rorschach, Detective Briggs, Samantha Keeble, Gregory Harper, Detective Brolin, Lana Skye, Roy Earle, Light Yagami, Officer Bates, Ray/Raymond Duquette and Vulture) also fit in this category.
- Government agents: corrupt officials who work for the government or entities related to it (e.g. Erich Kriegler, Agent Trout, Jace Turner, Kent Mansley, Agent Underville, Dawn Bellwether, Agent Zero, Makima, Agent Ohlm, Amanda Waller, Agent Clappers, Officer Ethan Smith, Agent Bishop and Agent Smith).
- Militaries: villains who work for the army or paramilitary organizations (e.g. Sergeant Naman Tucker, General Shepherd, Major Grant, Griffith, Thunderbolt Ross, Major (Hellsing), Gendo Ikari, Shan Yu, General Chang (Star Trek IV), Yuri Briar, Major Vale, Gantu, Sergeant Hatred, Amon Goeth, General Mandible, Hans Landa, Pa Tee Tint, Lieutenant Tay, Walter E. Kurtz, General Victor Sarrano, Cobra Commander, Peter Krill, Darth Azard,Garland (FFI), Colonel Johnson and General Ozerov). They sometimes overlap with Disciplinarians and Dark Knights, the latter especially in fantasy-related settings.
- False superheroes: supervillains who are pretending to be superheroes or claim to become heroes whatever public will love in order to abuse their position (e.g. Flect Turn, Superman (Injustice), Dark Arrow a.k.a Oliver Queen, Sylar (Heroes), Homelander, Black Noir, Helmut Zemo, Tighten, Shadow The Hedgehog, Stormfront, All For One, Kagero (Kamen Rider), Thunderbolt Ross (Marvel), Gilderoy Lockhart, Captain Qwark, Mysterio, General Lunaris, Magneto, Obsidian (DC), Endeavor, Syndrome, Comedian (Watchmen), Richmond Valentine, Professor Zoom and Omni-Man). While some superheroes may work in their own ways, regardless of the laws, some may also work within the laws and are recognized by the government, depending on the universe the series is set. They sometimes overlap with Fallen Heroes.
- Politicians: villains who work for political parties (or by themselves) or hold some kind of political power over the population (e.g. Quercus Alba, Senator Armstrong, President Coriolanus Snow, Pagan Min, Oswald Mosely, Valdore, Mayor Shelbourne, Adam Sutler, Senator Tal Merrik, President Curval, Evil Morty, Radovan Karadžić, Mayor Toadstool, Senator Joseph Paine, Pa Tee Tint, Ardyn Izunia, Mayor Belgoody, Vice-Councel DuPont, Alan B'Stard, President Gray, Antón Castillo and Kai Proctor). They usually overlap with Totalitarians, Leaders, Corrupting Influence, Tyrants, Oppressors, Propagandists and Control Freaks.
- Monarchs: leaders or members of the monarchy who abuse their position (e.g. Emperor Antares, Darth Vader, Prince John, Tsaritsa a.k.a Queen of Fables, King Korol, Prince Aragon, Bowser, Morgott The Omen King, Emperor Palpatine, Malus Darkblade, Queen of Hearts, Prince Prospero, Princess Victoria, King Dedede, Empress Juuza, Prince Charming, The Chaos Council, Queen Corva, Emperor Mateus, President Nero, Charles zi Britannia, Commodus, Prince Konan, Empress Yzma, King Einon, and Balon Greyjoy). They can also fall under Tyrants, Oppressors, Control Freaks, and Leaders. Corrupt chieftains, especially from the Viking Era can also fit in this category as well (e.g. Drago Bludvist, Loki (Mythology), Herzgo Alegni, Balon Greyjoy, Canute, Viking Chieftain (Genndy Tartakovsky's Primal), Lord Fredrik, Queen Gnorga and Ulik).
- Aristocrats: While not as powerful as leaders of the monarchy, since aristocracy is a form of government, any villains who is an aristocrat fits here. As they use their money to rise through the ranks or achieve heinous agendas (e.g. Lord Hastings, Marquis de Gramont, Count Dooku, Lord Shen, Earl de Darkwood, Lord Farquaad, Baron Vladimir Harkonnen, Earl de Darkwood, Count Dracula, Dame Gothel, Lord Voldemort, Duchess Rowena, Viscount Rausan, Lady Tremaine, Muzan Kibutsuji, Lord Cuttler Beckett, Viscount Mabrey, Justine Florbelle, Raynald of Chatillon and Lucius Malfoy). They may overlap with Usurpers, Greedy, Disciplinaries, Elitists, or Warlords.
- Lawyers: villains who are versed in the legal world (This can also be fantasy settings too) and usually exploit its loopholes in order to commit crimes or help others get away with them (e.g. Lana Skye, Manfred von Karma, Maximillion de Robespierre, Saul Goodman, Karen Crowder, Pam Adler, Lickboot, Thomas Coville, Marcus Woll, Lawyer Goodwill, Two-Face, Teru Mikami, Jacques Portman and Chuck McGill).
- Judges: villains who hold positions of authority in the legal world (This can also be fantasy settings too) and will more often than not use it in order to falsely accuse people or get away with crimes (e.g. Judge Claude Frollo, Judge Doom, Judge Holden, Judge Gibson, Judge Hotah, Judge Turpin, Lawrence Wargrave, Magistrate Wilkins and Thomas Danforth).
- Businesspeople/CEOs: wealthy villains who usually own or work for businesses or corporations and are involved in evil schemes (e.g. Lex Luthor, Gary López, Tex Macadoo, Norman Osborn, Donald Love, William Afton, James Stillwell, Kingpin, Latham Cole, Mr. Burns, Patrick Bateman, Ozymandias, Dario Agger/The Minotaur, Stan Edgar, Saburo Arasaka, Big Jack Horner, Poppy Adams, Henry J. Waternoose III, Lee Woo-Jin, Gus Fring, Elena Lincoln and Jimmy Crystal). They usually overlap with Greedy, Elitist and Sophisticated.
- Doctors & Scientists: Though they normally do not have power or high amount of wealth, but some do and work for corrupt governments or evil organizations (e.g. Egghead (Marvel), Dr. Gaul, Hecktor Porko, Marcus Andrews/The Bone Collector (film), Koopalings, Judy Reyes, Dr. Eggman/Ivo Robotnik, Maxwell Lord (Supergirl), Dr. Evil, Nathan Bateman, Calculator, Dr. Gero and Dr. Zomboss).
- Religious leaders: including priests, ministers, rabbis, imams, or other clergy who use religion and faith for evil purposes. Usually in order to control the masses and in some settings they can have more power than monarchs since they are the ones who place crowns on their heads (e.g. Cardinal Sin, Bishop Mozgus, Enrico Pucci, Manfroy, Father Blackwood, Bishop Ladja, Claude Frollo, Ghetsis (Pokemon), Mola Ram, Hargon, Deacon Blackfire, Mohg Lord of Blood, Pastor McDaniels, Jan Forest, King Korol, Cardinal Alba, Archdeacon Royce, etc.). They usually overlap with Cult Leaders and Dark Messiah.
- School staff members: including teachers, principals, or even prominent students who abuse their positions of authority and frequently their students as well (e.g. Gale Nolan, Agatha Trunchbull, Coach Walt Arnold, Alecto Carrow, Walter White, Ken Barlow, Professor Quirinus Quirrell, Gaku Yashiro, Kitano, Mr. Garrison, Nafumi Shintani, Karl Branting, Miss Simian, Principal David Blood, Terry Perry, Ken Dwight and Terence Fletcher). They oftentimes overlap with Disciplinarians.
- Spies: or also known as secret agents, are villains who watch others and gather information on them without their targets knowing, using espionage tactics. As well (that examples are: Erich Kriegler, Jack Horton, Loretta Tennison, Mirage, Tamayo (Yozakura Family), Chick Hicks, James Stone, Road Rumblers, Gus Fring, Agent Lynch, James Munroe, Harlan (Videodrome), Calisto Yew, Galen Marek, Sunset Shimmer, Ted Berkeley, Irina Spalko, William Rawlins (Marvel), Darth Maul, Peeps and Elsa Schneider).
