The story began several years ago at the dawn of the twenty-first century. Artemis Fowl had devised a plan to restore his family’s fortune. A plan that could topple civilizations and plunge the planet into a cross-species war.
He was twelve years old at the time.
~ A quote describing Artemis Fowl II.

Juvenile Delinquents are underage and younger villains who are under the age of 18 in a biological age or in simple terms; young criminals; due to this they are rather difficult to deal with as they are normally too underage to be dealt with as adults. They can be aged as babies, toddlers, children, preteens, and adolescents too.

Adult villains who started their villainous acts since their childhood or adolescence can be added here as well (e.g. Lord Voldemort, Bill Cipher, Dr. Douglas Grey, Esdeath, Johan Liebert, Light Yagami, Gregor Clegane and Scarlet Overkill). Characters who can't apply to this category are those who possess the body of a child or adolescent for their nefarious plans (e.g. The Core, Emperor Belos, Dr. Eggman, and Truckenstein).

Examples of Juvenile Delinquents includes: Andrew Detmer, Three, Four and Five, Eric Cartman, Darla Dimple, Carrie White, Cid, Sid Phillips, the Camp Bullies, Heather Muldoon, Porky Minch, the RowdyRuff Boys, the Ivy Rangers, Trent Boyett, Suzy Johnson, The Delightful Children From Down The Lane, Amanda Killman, Stewie Griffin, Simon Sez, Lalavava, Martha and Ralphie’s Children, Melvin Sneedly, Jessica Gordon, Evil George Beard, Evil Harold Hutchins, Eustace Strych, Molly Coddle, Roger Pink-Eye, Tiffany Oiler, and Princess Morbucks.

They are the opposite age of their older counterparts that are Elderly and the evil opposite of their heroic counterparts, which are both Kids and Teenagers, although it is entirely possible for Elderly villains and Juvenile Delinquents to overlap each other if the narrative continues on for the characters' entire life, or if they were established to have started their villainy at a young age.

Note: Very few Kids and Teenagers are Pure Evil. Most villainous delinquents are especially portrayed as naïve and not knowing right from wrong. However, they can qualify if they already know what they're doing is wrong yet choose to do it anyway (e.g. Henry Evans, Joffrey Baratheon and Emma Grossman).
