Symbolic villains are evildoers representing an entirely larger concept than themselves. For example, Madame Defarge of Charles Dickens's A Tale of Two Cities is symbolic of the French lower-class hatred of aristocracy as well as the bloodlust driving the French Revolution. Additionally, every major villain in Captain Planet and the Planeteers (e.g. Captain Pollution) symbolized a certain ecological disaster. It's also common for Death Gods to symbolize the concept of death itself.
Although literally any villain could be called symbolic just for symbolizing one type of evil (stealing, vandalizing, usurping, killing, torturing, etc.), these villains come from a story that has a STRONG THEME AND MORAL and represent accepting or denying those themes. That's why ensemble villains are unlikely to count as they are always switching roles, unless they still symbolize a clear theme.
