He is overtly and unnecessarily sadistic, bloodthirsty and destructive all the time. He orders to beat old Mayor Buckwash to a pulp. He polluts Pokitaru and bombs Batalia with no explained reason. He orders to destroy anything that doesn't move on Oltanis and wishes his troops to have fun, same for Gadgetron HQ.
