Charlotte Scherzen is an antagonist in the Valkyrie Drive franchise, and is one of the main antagonists of the Valkyrie Drive Mermaid anime series. A member of Welter, she holds high office under the Governor, however her exact position is unknown. She is responsible for training and integrating the girls of Mermaid Island, and is liberator. Unlike the governor or the commander, Charlotte is proud of her lush body and loves to show.
She has a harem of girls, called "Exters", who she transforms into weapons and wields by sexually arousing them. She tends to wield them all at once, being turning them all on at the same time, either do such herself or by getting them to make out with each other.
She seems can be rather cold and calculating, and is shown to be sadistic in nature, gaining satisfaction by inflicting pain onto her girls, particularly those that are masochistic.
