Chester Moreau is a minor antagonist in Mafia 3. He was a member of the Southern Union and the Boss of the Human Trafficking racket. He is infamous for kidnapping black Immigrants and selling them off to White businessmen until he meets his demise by Lincoln Clay.

History[]

Background[]

What knows of Chester Moreau remains a mystery, except that he was born around 1926. But at some time, he was a successful businessman who joined the Southern Union. He ran a Human Trafficking Racket for Olivia Marcano who used the money to financially support the Union.

He also owned the Bellaire's Supermarket and used it as a front and auction house for his slaves trade, where he kidnapped black folk and sold them to white citizens of Frisco Fields or anyone who can afford them. He and Olivia keep the racket a secret due to its nature and information is only given out on a need-to-know basis.

His Operation[]

His human trafficking includes a vast network of members who each play a part in it. The Coyote, who track down and kidnap their victims, and keep them captive in local bunkers and makeshift camps. Mason Carter, who holds the late-night auction at the supermarket. They also have Brother Simon who launders the money they make through his Church. Other members, like the Everson's, hold parties to keep the local police at their side, despite their careful efforts. U.S. Treasury agent and associate of John Donovan Jackie Grimaldi, who noticed the money flow of Fisco Fields exceeded that of the expected revenue of legal businesses in the neighborhood.

Death[]

In 1968, Lincoln Clay came to Jackie to discuss Chester Moreau’s racket in the neighborhood. After Lincoln damaged his slave trade operations by killing his enforcers, The Coyote, and other members and rescuing his victims being held captive, stopping the slave auction and killing Mason Carter, Jackie found out that Moreau was hiding in the French Ward, in an apartment leased by his youngest son. With his racket ruined, he returned to Bellaire's and put off a bounty for Lincoln's head. Promising any Union Member who killed Clay a 500-dollar reward. Despite this Lincoln managed to infiltrate the supermarket, killing Moreau and taking his territory.

Trivia[]

  • He is one of two racket bosses Lincoln can’t recruit, the other being Merle Jackson.
  • If Lincoln can sneak by the guards, he can hear Moreau chatting with someone about being in favor of Olivia and going on a lam after destroying the evidence of his slave Trade.
