The Chief Caretaker is the secondary antagonist of the Doctor Who story "Paradise Towers".
The Chief Caretaker was a member of the staff at Paradise Towers. Like all the staff, he viewed the rulebook with which they governed the towers with a bureaucratic pedantry. Unlike the others however, the Chief Caretaker had a darker side to his behaviour. He was in communication with the disembodied brain of the tower's architect, Kroagnon, who was imprisoned in the tower's basement. Although he was unaware of his ally's true nature and intention, the Chief Caretaker kept him happy by having the cleaning robots kill several Towers residents, mostly members of the Kang girl gangs and also some of his own Caretakers, and deliver their bodies to Kroagnon, believing he was feeding the creature.
When the Doctor was apprehended by the caretakers, the Chief Caretaker ironically accused him of being Kroagnon and had him sentenced to death. He privately admitted that he was unsure of the Doctor's identity, while the Doctor realised what the Chief Caretaker was up to and also something which had the Chief disturbed: The Cleaners had begun killing people with no orders from him. The Chief Caretaker learned of another death, of two elderly residents dragged down a waste disposal chute, and kept their neighbour Maddy quiet by promising her bigger quarters.
The Chief Caretaker was captured by a Cleaner and herded down to the basement where Kroagnon finally revealed his true identity and plan: He was searching for a new body to live in and none of the ones provided had been suitable. Having chosen the Chief as his new body, Kroagnon transplanted his brain into it, killing the real Chief.
