The Chief Officer is the secondary antagonist of the Doctor Who story "Vengeance on Varos".
He was portrayed by Forbes Collins.
The Chief Officer was a senior official on Varos, technically subordinate to the Governor. However, the Chief Officer was a permanent position whereas governors were killed if the public voted against them. He was secretly in the pay of Sil, helping him to keep zyton-7 prices low by hiding its true value. He thus obstructed the Governor's attempts to negotiate a fair price.
He was involved in the pursuit of the Doctor and Peri when they arrived on the planet and became caught up with the rebels. He helped organise the attempt to execute the Doctor and rebel Jondar, unaware the Governor was planning to spare them and merely wanted to learn what the Doctor knew about zyton-7. He berated Sil for risking everything by refusing to move in his bargaining position.
After the Doctor's escape, the Chief Officer decided to force a final vote against the Governor, stirring up the population against them. However, the Governor was saved from death by his guard Maldak. The Chief Officer headed into the Punishment Dome with Quillam and a squad of guards in search of the fugitives. They managed to corner the Doctor, Jondar and Areta, and the Chief Officer ordered them killed. However, the Doctor had rigged the Punishment Dome's poisonous vines, which Jondar released, causing them to strike the Chief Officer's party and kill them all.
