You know where you are, Sergeant? Factories like this used to employ thousands of people. The area was flourishing. So much potential wasted. Then the unions got busted. Workers replaced by cheap labor or robots. They locked us in ghettos and called them "projects". The police stopped policing, and let the gangs pump our veins with poison. And only then did the police return, in full militarized force, to imprison the very addicts and dealers they created in the first place. (Hondo: You making a point, or are you just wasting spit?) They tell us to put our faith in institutions. This is what institutions give you. Neglect. Abandonment. Destitution. (Hondo: You want that to change? Why don't you run for office?) You're an optimist. Well, I guess you'd have to be. Black officer at your level. I bet you joined the LAPD thinking you'd change the system from within. How's that working? We want the same thing. We've tried it your way. Now we try it mine. Burn it all down and rebuild from the ashes. Oh, no! You found me. (Hondo: Let's see how cocky you are when you ain't got a mask or a camera to hide behind.) Good luck with that, Sergeant. Sun's getting low. Less than two hours left. Tick... tock. Devin Carlisle, better known as Cinque, is the main antagonist of Season 2 of the crime action drama series S.W.A.T..
He is the genius mastermind behind the Emancipators, the extremist terrorist organization that recreates past historic events with the hope of getting the world to the corruption within the justice system.
He is portrayed by Luke Forbes.
Personality[]
Cinque is true to his beliefs. Even after being defeated, he does not turn his back on what he thinks is right. He is willing to die for his cause, as he attempts to become a martyr by faking having a gun so that Hondo will shoot him. He is also extremely charismatic, being able to convince others to join his cause, and preforming elaborate speeches to the world to get his message across to them.
Biography[]
"Inheritance"[]
Cinque re-enacts the Symbionese Liberation Army's kidnapping Patty Hearst by kidnapping Lauren Tucker, the daughter of a famous tech company. He hacks into news feeds to post hostage videos, making the same demands that the Symbionese Liberation Army did, $50 million donated to charity, plus $5 million to himself, as a show of good faith.
However, Cinque's plan was to put Lauren in a house with automatic turrets. He wanted S.W.A.T. to shoot blindly into the house and kill Lauren, but Luca figured out that it was a turret firing the shots and not a person, and so the daughter was saved, alive.
Although the daughter is recovered, Cinque managed to escape, but not before leaving one final broadcast, warning the city that he would be back.
"Encore"[]
Cinque returns with a titular encore, kidnapping five employees from the five most largest companies in the city, threatening to kill them unless an extremely large ransom of over $500 million dollars is paid to a charity, plus $17 million for his own bank account.
When S.W.A.T. arrives at the warehouse where the hostage video was filmed, they discover one of Cinque's loyalists. Cinque then calls the loyalist's phone, watching the security cameras and seeing that S.W.A.T. is there, introducing himself as Cinque over the phone to Hondo. Hondo finds Cinque's camera and threatens him, only for Cinque to laugh at the challenge.
Once again, all the targets are recovered. Hondo thinks he catches Cinque, but the true Cinque calls him later, warning him that things aren't over.
"Kangaroo"[]
Cinque hacks a public broadcast to publicly execute City Councilman Strub, before finally revealing his face to the world, declaring this to be his final act. He attempts to kill two more councilmen, but both attempts are thwarted by police. With no nowhere else to go, Cinque attempts to become a martyr, faking the presence of a gun to get Hondo to shoot him, but the wound is not fatal, and Cinque is hospitalized in the S.W.A.T. shooting range.
S.W.A.T. later finds out that Cinque had one last ace up his sleeve; a plan to destroy city council for good by blowing the building up with everyone inside, but S.W.A.T. manages to get everyone out before the building explodes.
Hondo confronts Cinque in the shooting range, where Cinque's hospital bed has been placed to keep him away from everyone else. Hondo tells him that his plan was a failure, shocking Cinque, but he recovers quickly, saying that even if his movement failed, he will inspire others. Hondo tells him that he'll always be around to stop whoever follows in Cinque's footsteps, and leaves.
"The Fugitive"[]
Years later, crime lord Arthur Novak would create a deepfake clone of Hondo to incriminate him as vengeance for the death of his son, AJ Novak, who Hondo killed. This deepfake portrays Hondo as an extremist looking to get revenge against the corruption of the L.A.P.D., and shares several similar personality traits to Cinque. Due to Cinque's high influence in the series, it is very possible that Arthur intentionally modeled the deepfake after Cinque to further wound Hondo, knowing that Cinque was one of S.W.A.T.'s largest threats, and one of Hondo's archenemies.
