Claudius Marcus was the proconsul of a version of the Roman Empire that existed on the fourth planet of System 892, which paralleled Earth's development and had a 20th century level of technology. When a Federation survey ship, the SS Beagle, visited the planet, Claudius met their captain, Merik, and learned the truth of their origin. He refused to allow them to carry knowledge of his planet back to the Federation so convinced Merik to settle there as a first citizen and order his crew to beam down. Some chose to assimilate into the society. Those who didn't were sent to die in the arena, being known only as barbarians to the general population.
Six years later, Claudius encountered Kirk, Spock and McCoy when they came to the planet looking for the Beagle crew. He was as keen to stop the Enterprise leaving with knowledge of the planet as he was the Beagle and had the three taken prisoner. He tried to force Kirk to order his crew to beam down a few at a time so they could be captured, aware that the Prime Directive prevented them from making a full scale assault to rescue him, and threatened to send Spock and McCoy to the arena if he refused. Kirk instead warned the Enterprise of the danger with a coded message and Claudius made good on his threat, sending Spock and McCoy to fight two gladiators. Claudius watched the bout with Kirk and Merik, but Kirk refused to show any signs of concern for his two friends. When it looked like McCoy would be killed, Spock easily rendered both their opponents unconscious, violating the rules of the contest. Claudius refused to have them killed, since it would mean losing his leverage over Kirk, and had them returned to the cells.
Claudius lent his slave girl Drusilla to Kirk for the night, saying he wanted him to have one last night as a man. He began to show open contempt for Merik, noting such a thing meant nothing to him. He arranged for Kirk to be killed by the sword on live television, but the execution was interrupted by both an attack by the Christian gladiator Flavius and the Enterprise blowing out the city's power supply. Kirk fled to the cell area and freed Spock and McCoy. Claudius and his men cornered the group and, worried about his men hitting each other if they used their guns, Claudius ordered the guards to advance with swords. Merik, having acquired a communicator, called the Enterprise for beam-up. Claudius stabbed him in the back, killing him, but Merik managed to throw the communicator to Kirk and the others, who were safely beamed away.
