| “ | All the times I've been pulled over by cops. Frisked by cops. Shoved down on the sidewalk face first by cops. Lied to by cops. Knocked around by cops. Ripped off by cops. All those times too many times to count, gives me great pleasure to give one up. | „ |

He has been deemed crazy by friends and victims for his sadistic pleasure in committing the acts. According to himself, he has been pulled over, frisked, abused, robbed, and lied to by cops, giving him more reason to despise them. One of his arrests was handled by Det. Martin Watts. At some point, Watts decided that crime paid more than an honest living and recruited Howard into helping him committing several robberies. Bug agreed bringing in some of his friends to help in the acts. Watts supplied Howard with uniforms and badges to have them masquerade as cops. Howard later got the cars after his partner Elizabeth McKenney stole the badge of Sam Mularz, a cop.
on one night, he was notified by his friend Franklin Haynes, who served as his lookout of a casino winner Kristie Bradford. After she left the casino, he pulled her over and asked her to exit the vehicle. At first, he was polite but soon got violent and viciously attacked the woman with his gun when robbing her, leaving her battered and traumatized. Despite him threatening her life, Bradford later reported this to the 21st District, describing how her assailant took pleasure in the act and the Intelligence unit investigated.
Hit Me[]
After his associate Gerard Garner was arrested, he is offered a deal to walk but only if he gives up his crew. Garner is shown pictures of the assaulted Kristie Bradford, with Sgt. Voight saying he wants the perp who did it. Garner quickly implicates Bug and supplies his real name, something Intelligence runs through and sees Bug's history of violent offenses and Bradford confirms he was the attacker. After finding his residence, Officers Sean Roman and Kim Burgess are sent to observe him at his home leaving. However, as he was leaving, he opens fire on them and flees in his car, causing a lengthy chase to ensue. In the end, they are able to make Bug crash his car and leave him wounded, before he is forced to flee.
Intelligence decides to locate his lookout in the casino to draw out Bug. They discover the man is Franklin Haynes, though when they go to detain Haynes, he is found in the bathroom that has been become a bloodbath with his hands bound and shot execution style. Bug had caught wind of the investigation and is cleaning up loose ends.
Intelligence is able to find how Bug got the cars and visit a mechanic. The mechanic reveals that a Sam Mularz came to the shop but was a woman with the real cop's badge and she came with her partner, a man matching Bug's description. After showing the picture, its confirmed that it was him and surveillance video reveals the woman is Elizabeth McKenney.

In the cage, a handcuffed Bug is visited by Sgt. Hank Voight who questions him on his crimes of assault and murder, while he states that he has nothing to say to him because it sounds like they have everything solved. However, Voight wants to know how Bug got the cars, badges, and uniforms to pull off this robbery spree, stating his respect of the uniform because of his father and how he doesn't like imposters defiling it. Amused, Bug remarks on his history of being wronged by cops, declaring that its actually satisfying to give one up on a plate. but states he wants a deal before he says anything, and Voight agrees. Bug reveals that it's a dirty cop working in burglary and robbery division: Detective Martin Watts.
