He is the former Chief of Derry Police during 1962 and a key member of the Legion of White Decency, a white supremacist terrorist group. He is the father of Oscar Bowers and the grandfather of Henry Bowers.
Clint Bowers was likely born in the early 1900s or late 1800s, though no date is given. Clint acts as Police Chief of Derry, Maine in 1962. He is initially wiling to let Hank Grogan slide, but after being threatened electorally by other members of the Legion of White Decency, he begins attempting to put Grogan behind bars no matter what.
He accomplishes this by threatening Lily Bainbridge, a young girl who is friends with Hank's daughter Ronnie, into giving a false report of the theatre massacre to implicate Hank, who had lied about his alibi to hide the fact that he was in a relationship with Mrs. Ingrid Kersh, a married white woman. This leads to Hank's eventual arrest and imprisonment at Shawshank.
After Hank escaped with the "help" of Kersh, Clint is fired from his position and has no authority to arrest. However, Kersh tipped Clint and the Legion off to the existence and location of The Black Spot, allowing the legion to go there in search of Hank.
At the Black Spot, Clint and the legion first attempted to intimidate the patrons of The Black Spot by threatening a shooting if Hank wasn't handed over. After the black soldiers pull their own guns out, Clint feigns mercy before locking everyone inside. He and the rest of the legion then proceeded to throw Molotov Cocktails into the building, causing a massive fire that killed most of the patrons of the black spot, including Rich Santos, a young child who sacrificed himself to save Marge Truman, his crush and love interest. In addition, during the fire, he and the men shot at multiple patrons, killing several people.
Thinking that Hank Grogan would die, Clint and the rest of the legion leave, though Stanley Kersh was killed by IT and Mrs. Kersh after his car started. Clint Bowers is then seen looking at Hank's old clothes for forensics, not knowing that Grogan was one of the survivors and had successfully escaped his attack.
It’s unknown what happened to him as the dense fog descended on Derry, as he is not seen again throughout the remainder of the first season, although he has yet to be arrested and continues to remain at large, having successfully escaped justice. Despite this, his son and grandson eventually become the victims of IT in the future, leading to the destruction of his bloodline.
