Cloak and Dagger are supporting antagonists in Disney's 2000 direct-to-video animated sequel film The Little Mermaid II: Return to the Sea, the sequel to Disney's 28th full-length animated feature film The Little Mermaid (which is based on the 1837 Danish fairytale of the same name by the late Hans Christian Andersen). They are red-eyed manta rays who are Morgana's pets, minions, and henchmen.
Cloak and Dagger appear at a party for Ariel and Eric's baby daughter Melody. Morgana rides on them on her tentacles to there. Afterwards, Cloak, Dagger, Morgana, and Undertow, now turned from shark to fish by Ariel's father King Triton for trying to eat Melody, then leave with Morgana sweearing revenge.
12 years later, Cloak and Dagger appear, snicker at Undertow's look after accidentally being turned into a sea snail by Morgana and then turned into a mini-fish again. Cloak, Dagger, and Undertow take Melody to Morgana's hideout as part of Morgana's scheme. Morgana turns Melody into a mermaid and later tricks Melody (who is unaware of her true mermaid heritage) into getting King Triton's trident for her and giving it to her.
Following Melody's return, Melody is imprisoned by Morgana, who now wants to use the Trident for her own plans. Cloak and Dagger are commanded with motions by Morgana to drown Eric by taking him to Melody's icy prison. However, Ariel and Melody's crab friend Sebastian takes them both off of Eric and Ariel takes Eric to shore while Tip and Dash save Melody, now human, from drowning. Sebastian, however, ultimately managed to tie both Cloak and Dagger with their respective tails to an icicle of Morgana's lair. It's completely unknown what happened to Cloak and Dagger after this, but they presumably didn't managed to untie themselves before Morgana's lair sank, crushing or dragging them to the depths of the ocean to their deaths.
They appear in the special edition version of The Little Mermaid II: Return to the Sea. They were dancing when Morgana and Undertow were singing the song which was not included in the film but rather in its deleted scene instead.
