Clugg Nuggmin is a major antagonist in the 2022 video game High on Life. They are the official magistrate of Blim City, and lie to the Bounty Hunter about their motivations and goals for almost the entirety of the game. They work with Dr. Gurgula.

Biography

After being elected as Magistrate of Blim City, they began working with Dr. Gurgula. After the Bounty Hunter started completing bounties, Clugg offered an alliance with them to have them take down the G3 Cartel, which they soon did.

In the secret ending of the game, it is revealed that Clugg as secretly been sending humans to Dr. Gurgula's lab to harvest and experiment on, resulting in many deaths.

After accidentally leading the Bounty Hunter to Gurgula's lab, Clugg is executed by the scientist for his incompetence.
