Colonel Ilya Pavel Kazak is the main antagonist in the 1995 film, Fair Game. He is the former "KGB" Agent and the leader of his terrorist group.
Kazak is working with the KGB federation as the operative until the he become rogue and dismissed from the Federation for his actions.
Eventually, Kazak is now become the international money laundering expert where creates his current base of operations at the freighter call Tortuga which is owned by a criminal named Emilio Juantorena and leads his group of terrorists, including the rogue ex-KGB members are Stefan, Rosa, Leonid Volkov, Zhukov, the Navigator, the Codebreaker & Baker to his plans to steal all the economy from the foreign bank online. In the Meantime, Kathryn McQuean, a Miami Lawyer who is proceeding in a divorce course, attempts to seize the Tortuga's 157-foot freighter that is docked off the Florida coast in lieu of unpaid alimony. After Kate is unintentionally shot by a stray bullet, Max Kirkpatrick, Miami Detective, is assigned to the case. Kazak then had an assassination to be made on Kate's life until he kills Emilio by shooting his head and assembles his teams into tracking and killing Kate. But after the assassination attempts failed with Max becoming Kate's protector, Volkov traces Kate, Max and his two colleagues' pizza order at the hotel they're staying at place, which Kazak sends Rosa and his two henchmen to infiltrate the hotel, resulting in Max's two colleagues killed. However, Max manages to kill the whole Kazak's hit squad (except for Rosa) and escape with Kate to safety. Afterwards, Max learns that "agents" turning out to be some henchmen working for Kazak when Max & Kate are escorted by FBI Agents (led by Max's superior named Lt. Meyerson after contacting him). Kazak's henchmen appears and kills Louis Aragon, Max's Partner and Long-time friend, in the process. After Max killing some of Kazak's henchmen, he and Kate then travels throughout on Florida, so they could avoid Kazak and finding out about his motive of why he wants Kate dead.
Unfortunately for Max and Kate, their Jeep breaks down on the freeway and they call a tow truck to come pick them up. Ironically, Volkov and Stefan arrives to kill them, while Kazak splits from them to deal with Max's cousin, who has been feeding them information regarding on Kazak and his past activities in Cuba. After Kate and Max are forced to run away with the tow truck while their jeep is still hooked onto it in a long chase and gunfight, Kate steps hard on the brakes while Max steers the wheel of the truck, unhooking their car and causing it to crash into both Volkov and Stefan's SUV, killing both of them instantly in the explosion. Soon, Kazak heard one of Kate's client who's Emilio Juantorena's ex-wife and trying to repossess the boat to pay for her divorce settlement, stumbles on something about the ship and explains about the main reason why Kazak and his crew put a target on Kate.
Regardless from Max and Kate avoiding Kazak's men on the train, some of Kazak's men kidnaps and take Kate to his freighter while he sent Rosa & Zhukov to assassinate Max before they've accidentally killed the Navigator that Max knocked out and uses him as a decoy. After Max kills Zhukov & Rosa at the beach, he drove and boards the freighter in an attempts to rescue Kate. During the firefight, Max confronts Kazak until he shot him and then blows up the freighter while they escape from the destruction. Kazak tries to make his last attempt to steal all the economy while the freighter sinks down, he was unsuccessful and dies from his injury as the freighter sinks below the oceans while Kate and Max watches it from their boat.
