Commander Harland is the main antagonist of The Garfield Show episode "Planet of Poultry". He is the founder and owner of a popular fried chicken fast food chain called Neptunian Nuclear Chicken, wanting to expand it by creating more restaurants, but chicken supply is running low, so he along with his assistant go to Earth, planning to turn all of the Earth people into chickens and sell them after cooking them alive.

Commander Harland is the ambitious and ruthless owner of the intergalactic fast food empire known as Neptunian Nuclear Chicken. Obsessed with expansion, Harland is determined to open more locations throughout the universe, despite warnings from his assistant about a critical shortage of chicken. Undeterred, he devises a sinister plan: to convert Earth’s population into chickens using a powerful transformation ray.
Traveling to Earth, Commander Harland tests the device on an unsuspecting delivery boy before unleashing it across an entire city, transforming all living beings into chickens. The only exception proves to be Garfield, who had just consumed a massive, improbable quantity of ricotta, tomato paste, and pasta at the moment the ray struck—rendering him immune.
With humanity reduced to poultry, Harland reveals his next step: using corn to lure the transformed population onto a giant, egg-shaped spaceship where they will be harvested and fried for his restaurants. However, Garfield, in an attempt to stop him, infiltrates the spaceship disguised as a chicken. His cover is blown due to his allergy to feathers, leading to a frantic chase.
At the climax of the confrontation, Commander Harland corners Garfield and attempts to fire the transformation ray once more. But the beam reflects off glass and hits Harland himself, turning him into a chicken. His assistant, desperate for food, captures the now-poultry commander and nearly cooks him. In a final act of self-preservation, Harland strikes a deal with Garfield to survive: he will reverse the transformation and leave Earth if Garfield saves him. True to his word, Commander Harland restores everyone though with a lingering side effect, as Garfield notes that Jon now lays an egg from time to time.
