The Confederation of Earth was a galactic power set in an alternative timeline in the Star Trek universe that was first introduced in the Star Trek: Picard episode Penance.
Much like the mirror universe's Terran Empire, the Confederation was a dark and twisted version of the United Federation of Planets that conquered all the local species or wiped them out. It's military force was Star Corps, which was cruel and evil like the Terran Empire's Imperial Starfleet. The CSS World Razer was that timeline's version of the prime reality USS Enterprise.
The Confederation was created when Q traveled back in time to 2024 Los Angeles and altered history. His change was subtle but over the centuries it caused Earth to take a more militaristic direction and evolve not into a peaceful Federation but a warlike Empire. By the 24th century the Confederation had conquered or destroyed the Klingon Empire, Cardassian Union, and Romulan Star Empire and enslaved the survivors, and was in a state of war with the Vulcans.
In 2401 Annika Hansen was the President of the Confederation, with a man who served as a magistrate as her husband. That timeline's Jean-Luc Picard was a general who commanded the World Razer. A brutal and cruel man, he murdered among others General Martok, Gul Dukat, and Sarek of Vulcan, taking their skulls to his chateau in France where he displayed them along with his collection of alien weaponry.
Traveling back in time, Jean-Luc Picard and his comrades successfully prevented Adam Soong from killing Reneé Picard and ensured that she was on the Europa mission, this led to her making a vital discovery that saved humanity by helping Earth to heal from the damage previous generations of humans had caused. As a result, the Confederation never formed in the prime reality.
