Conrad Meer, also known as Dr. Agony is a minor antagonist of the Captain America franchise, serving as the main antagonist of Captain America Comics issue #37's "The Chambers of Dr. Agony". He is an evil Nazi scientist who seeks to create a serum that will create an army of super soldiers for Adolf Hitler. To achieve this, he kidnaps innocents and tortures them to test the limits of human pain.
Conrad’s story begins when Captain America and Bucky begin searching for Mr. Morley, Meer’s latest victim. As they are looking for him, the duo encounter Meer’s pet panther Tula. As Captain America fights him off, Tula drags a corpse away. The body is shown to be one of Meer’s victims, and Cap states that the victim was tortured for hours before dying.
The duo then fall inside a trap door, which leads into Dr. Agony’s torture chamber. It is shown that Conrad has multiple torture devices and skeletons inside his chamber. Conrad then introduces himself to the duo, and proceeds to demonstrate one of his torture devices on Mr. Morley, who he had kidnapped by wearing a farmer's disguise and having him drive into a gully, putting him on a spike rack and making the spikes move upwards upon his flesh.
Conrad then states that he is doing these experiments because he wants to create a serum that will help supply Adolf Hitler with super soldiers, increasing the dose of the serum of his victims to make them more immune to the tortures. It is then revealed that Agony has been torturing numerous people to death due to these experiments, and that he has done his experiments on animals, such as making his pet panther Tula immune to pain.
He then straps the young Bucky onto a rack while having Tula try to hypnotise Captain America. Captain America then overcomes the hypnotisation, only for Dr. Agony to trap Captain America inside an agonisingly hot cage. Bucky then manages to break himself free from Agony’s rack, and while Agony is distracted, Captain America then breaks himself out of the cage.
Tula then charges at Captain America. As Captain America strikes the wall, he unknowingly turns on a light switch that blinds Tula and causes her to attack Agony. Agony then stabs Tula multiple times to try to get her off him while the panther claws at his throat. Due to the fact that Tula wasn’t able to feel pain, this proves fruitless, and results in the death of Dr. Agony, and Tula later bleeds to death.
