The Consuls are the main antagonists in Xenoblade Chronicles 3. They are masterminds led by Z, who are responsible behind the permanent war between the two nations of Aionis, seeking to keep the world in a permanent state of despair for their amusement. They can also transform into giant humanoid beasts called Moebius.
Biography[]
The Consuls were established when Z, the AI of Origin granted sentience by humanity's unwillingness to change, froze the worlds of Bionis and Alrest in time and merged elements of both worlds together to create Aionis. Z created two mechinical queens, duplicates of Queen Melia of Bionis and Queen Nia of Alrest, to lead clones of the souls gathered in Origin and forced the established nations of Keves and Agnus to battle each other for Z's entertainment.
As several soldiers fell, Z would appear before some and offer them immortality if they continue the efforts of the war and ensure that the world does not change. Should they accept, they were granted powers that transformed them into Consuls. The only exceptions were Z himself as well as X and Y, noted to have been "born" as Moebius.
Despite their immortality, the Consuls still require life energy to survive. To do so, the Consuls establish Colonies bounded by Flame Clocks, which absorb the energy of life forms defeated by the soldiers appointed to the Colony. The objective of the Colonies was to reach the highest rank, Gold Rank. But once they reach it, the Consuls destroy the Colony to restart the cycle anew.
The Consuls were also in charge of battling the Ouroboros, a group of rebel soldiers who were granted their own ability to merge together to form a beast akin to Moebius. As the only ones strong enough to battle and defeat Moebius, the Consuls are determined to kill the Ouroboros where they stand and prevent them from putting an end to the war.
After the death of Z, what happens to the remaining Consuls is uncertain.

- Of all the known Consuls, they are all named after each letter of the English alphabet with the exception of A.
- Although, there is a character named A appears in Future Redeemed, she is merely a manifestation of Alvis' memories that split off from Alpha, so she is not technically connected to Moebius.
