Brock Rumlow, better known as Crossbones, is one of the two (despite being the only hidden) secondary antagonists of Captain America: The Winter Soldier and will return as one of two main antagonists in Captain America: Civil War. He is a member of HYDRA who poses as the leader of the SHIELD's STRIKE team.
He is portrayed by actor Frank Grillo.
Captain America: The Winter Soldier
Rumlow is first shown at the opening sequence as the leader of the SHIELD's STRIKE team that aids Captain America and Black Widow on a mission to capture Batroc the Leaper and steal special information. When Captain America refuses to share information to Alexander Pierce, Rumlow and his team are sent to capture Captain America.
Throughout the remainder of the film, Rumlow is sent with the task of killing Captain America so that he cannot infiltrate HYDRA's scheme to destroy millions of people by using the Helicarriers that Project Insight needed. It is also revealed that Rumlow was working for Pierce. After Captain America reveals that SHIELD was compromised by HYDRA, Rumlow and a few of his team are dispatched to launch Project Insight. What he doesn't realize that most of the SHIELD agents, including Sharon Carter, were not launching Insight helicarriers because they were under the Captain America's orders. At the climax of the film, Rumlow comes into a showdown with the Captain's ally, Sam Wilson. He then gets the upper hand until one of the hellicarriers drifts into the Triskelion. Wilson manages to escape, while Rumlow, only noticing the Helicarrier after he flees is only metres in front of the colliding aircraft. He is caught and run over by the Helicarrier, crushing and burning him to near-death. He is last seen when he is taken to a hospital for facial and body recreation.
Captain America: Civil War

- Rumlow's alter ego Crossbones is never mentioned in Captain America: The Winter Soldier though he might probably be called that in a sequel.
- Crossbones was assumed to be the main antagonist of the film, but this was denied after it was revealed that Alexander Pierce was the main antagonist of the film with the Winter Soldier being the pawn villain.
