Lt. Cunningham is a major antagonist in the 2006 video game Metal Gear Solid: Portable Ops. He was the interrogation specialist for the FOX unit, but was revealed to be a operative for the U.S. Department of Defense to force Gene to launch a nuclear strike onto the Soviet Union to destroy the CIA’s reputation as payback for their mistreatment of Cunningham.

He was voiced by late Daisuke Gōri in Japanese and by Noah Nelson in English.

Biography[]

Early life[]

During his time at the CIA, Cunningham suffered a serious injury to his left leg, leading to its amputation and replacement with a prosthetic. Subsequently, he was reassigned to a desk position at Langley, causing frustration and resentment. At some point, he discovered the true circumstances behind The Boss's "defection" in 1964, he grew hatred for the CIA, given The Boss's esteemed status as "the Mother of the Special Forces." Eventually, the United States Department of Defense recruited Cunningham to destroy the CIA's reputation, a task he embraced as a means to retaliate for being sidelined from active duty. As a member of FOX, Cunningham's Sneaking Suit color was yellow.

San Hieronymo Incident[]

In 1970, Cunningham orchestrated the abduction of Naked Snake, utilizing the "Perfect Soldier" Null, and transported him to a former Soviet missile base on the San Hieronymo Peninsula. Drugs were administered to keep Snake sedated during the journey. Known for his expertise in interrogation, Cunningham's reputation preceded him, and Snake recognized him upon hearing his name. Cunningham interrogated Snake, demanding information about the missing half of the Philosophers' Legacy. In response, Snake directed him to inquire with the CIA, the ones who had taken it six years prior during Operation Snake Eater. In a brutal encounter, Cunningham used an electrified baton and pressed his artificial leg into Snake's groin, asserting that his persuasive techniques involved applying precise pain in the right manner.

He disclosed to Snake that the CIA had only obtained half of the Legacy after 1964, suspecting Snake of having the other half. Despite Snake's denial of any knowledge about its location, Cunningham struck him again with the baton before leaving. Cunningham also spoke about a weapon with the capability to destroy all major cities in the Soviet Union. A Soviet soldier hears of this and reports it to a comrade, sharing what he had heard at least one day earlier.

After Snake and Roy Campbell successfully escaped from captivity, Cunningham, accompanied by Ursula and Gene, conducted an aerial search of the area using a Hind A gunship. He communicated with ground forces via radio, questioning why Snake and Campbell had not been apprehended yet and issuing threats of consequences if the prisoners managed to escape. Cunningham orders them to contact Python for leading a search unit and keep the importance of securing the research lab. Upon reaching the lab with Ursula and Gene, he asked about Null's status from the research staff. Additionally, he mentioned bringing Elisa along to speed up the preparation of Null's culture tank. However, Cunningham was caught off guard by the sudden collapse of nearby scaffolding, narrowly escaping thanks to Gene's and Ursula's precognition.

Following Snake's attempt to infiltrate the missile silo, Cunningham, accompanied by FOX soldiers to recapture him, acknowledging that Snake had proven to be a formidable challenge. Using the butt of his rifle, Cunningham knocked Snake unconscious, taking advantage of Snake's vulnerability after a confrontation with Null. Using the same rifle, he attempted to persuade Null to stand down, asserting that his mission was accomplished. Subsequently, Snake was transported to the guest house, where he underwent further torture under Cunningham's supervision in the presence of Gene. Despite Gene's skepticism about the reliability of information obtained through torture, Cunningham insisted that Snake's status as a former FOX member from his treatment with such concerns. Cunningham proposed the use of a recently-developed truth serum to extract information about the whereabouts of the other half of the Legacy, giving its dual function as an anesthetic. Initially hesitant, Gene expressed the reliability of the truth serum and questioned Cunningham's methods in obtaining the information. Cunningham argued for the necessity of efficiency, prompting Gene to agree to the plan, with the condition that he would speak with Snake first.

Later on, Ursula provided Cunningham with a tip that Snake was planning an escape with the help of his team during a rescue mission. With this information, Cunningham ambushed Snake on his customized flying platform, attempting to get answers by using his soldiers for target practice. Elisa, who had stolen a transport truck, managed to knock Cunningham off his platform, although he caught sight of her in the process. Cunningham also orders the FOX soldiers to try and stop the truck, but it ultimately managed to escape.

Having successfully infiltrated the silo complex and reaching the launch control room via a cargo elevator, Snake found himself once again facing Cunningham on his flying platform. It was at this moment that Cunningham reveals the truth to Snake—his loyalty to Gene was a ruse, and he was actually operating under direct orders from the Pentagon. Cunningham's mission was to force Gene to deploy the Intercontinental Ballistic Metal Gear, initiating a nuclear strike on the Soviet Union. The ultimate goal was to ruin the CIA's reputation and boost the military's influence, erasing any evidence by destroying the missile base afterward.

Expressing his loss of faith in the CIA based on past experiences, Cunningham tries to gain Snake's cooperation. However, Snake rejected to take part in the Pentagon's scheme, before being attacked by Cunningham, who calls Snake a "real traitor." Using the gatling gun, side-winder missiles, and laser of his flying platform, Cunningham engaged Snake in a battle. Despite his defeat, Cunningham lamented Snake's choice to defy his mission, saying that both of them could have achieved "the highest honors a soldier could receive." In a final desperate move, Cunningham attempted to destroy the base with a Soviet-made Davy Crockett, intending to take Snake down with him. However, the platform's severe damage from the battle led to its explosion, resulting in Cunningham's demise before he could launch the Davy Crockett. Shortly after, Gene expressed pity for Cunningham, noting that he had died without realizing he had been pawn in the Pentagon’s scheme.
