Dave "Randall the Candle" Randall is a supporting antagonist in the Law & Order episode "Menace". He is a career arsonist who acts as an intermediary between his former cellmate, Mike McDugan, and corrupt businessman Robert Dorning to set up the murder of a woman who knows that Dorning committed insurance fraud.
He was portrayed by Rusty DeWees.
Early life[]
Randall was an arsonist for hire, a profession that landed him in prison several times and presumably ended his marriage to his wife Shawna, who retained custody of their 10-year-old son, Tommy. Among his fellow criminals, he was known as "Randall the Candle".
During one of his stints in prison, Randall shared a cell with Michael "Crazy Mike" McDugan, a petty thug who made a living as hired muscle.
Six months before the events of the episode, Randall was hired by corrupt businessman Robert Dorning to burn down his father Harold's shoe factory so he could use the insurance money to buy the mortgage company he had a stake in. Randall burns down the factory as promised, and the fire marshal rules that the fire was the result of vandalism.
"Menace"[]
After NYPD Homicide Detectives Lennie Briscoe and Rey Curtis arrest McDugan for the murder of Karen Whatney, who had been blackmailing Dorning about the fire, Randall makes threatening phone calls to one of the witnesses in McDugan's grand jury trial, resulting in McDugan escaping indictment for all but a minor assault charge.
Convinced that McDugan intimidated the witness, Briscoe and Curtis examine the man's phone records and discover that he had received several late night calls from Randall's ex-wife's phone, which gives them probable cause to arrest him for witness tampering. Executive Assistant District Attorney Jack McCoy and Assistant District Attorney Jamie Ross, who suspect Dorning's father of masterminding the arson and Whatney's murder, offer Randall a plea bargain in return for his testimony against the elder Dorning, but he refuses.
After Randall and McDugan are released on bail, Robert Dorning calls the former and tells him to leave town because the D.A.'s office may be on to him. Randall relays the message to McDugan, who refuses to leave because he does not want to abandon his disabled father; Briscoe and Curtis arrest him later that night. Randall manages to evade the police, however, and disappears. While he evades punishment, however, his warning to McDugan serves as evidence that Dorning told him to skip town, which proves his involvement in the arson and murder and gives McCoy and Ross enough proof to convict him of murder.
