In the beginning of the episode, Mystery Inc. decides to investigate strange sightings of demons at a construction site in Seattle. They meet with the owner of the Construction company, Sam Crenshaw, and he tells them about the legend of the demons and about his workers encounter with them. The gang goes to a hotel and meets Albert Tross (actually Crenshaw in disguise) and his boss Sally. Albert informs the gang that he last saw the demons at the docks. At the docks, Scooby and Shaggy sees the Demon and gets chased by it. After getting away they reunite with the rest of the gang and together they decide to go down into the underground village, after hearing Sally telling them that the demons had kidnapped Albert.
The gang goes down into the underground city and start searching for clues. They find an old museum filled with statues of monsters, including an exhibit with the three demons in the legend. But they notice that one of the figures are missing and realizes that the demon must have come to life. While the others are talking about the demon comnig to life, Daphne gets kidnapped by the Demon. Shaggy sees footprints of the Demon and the gang splits up and starts searching for her. Shaggy and Scooby find Daphne confined in an old piano. While that is happening Fred and Velma discover chemicals that creates the same kind of smoke that the demon comes from. The group reunites but the Demon begins chasing them out of the underground city. They try to have another chat with Sam Crenshaw at the construction site but discovers that he's gone, and that he's allegedly been kidnappend by the Demon. They return to the underground city. Suddenly, not one, but three demons attack them. The group find themselves back at the museum and discovers that all of the three demons satues are missing from the exhibit.
They make a plan to capture the demon, but he gets away in an underground tunnel. The Gang follows into the tunnel and find Albert Tross and a chest full of money. They trap Albert Tross and unmasks him, and sees that the culprit is Sam Crenshaw. Sam planned to use the identity of Albert for his getaway plan with the money he'd stolen from the underground village. He used the Demon disguise to scare people away while he searched for the money, and he used an old cable car system in the underground city to make it look like all three of the demons were chasing the gang.
