Devil Sai, alternatively spelled as Majin Sai, is the leader of the Blood Wheel Clan and the main antagonist of Henshin Ninja Arashi. He steals the Henshin scroll from Kiju of the Valley at the start of the series and seeks to use it to create an army of Monster Ninjas to conquer Japan with.
He was voiced by the late Goro Naya, who is best known for voicing the Great Leader in the Kamen Rider franchise.
Biography[]
Using the Henshin technique Kiju of the Valley had devised, Devil Sai began creating an army of Monster Ninjas and using them to terrorize villages all throughout Japan. Kiju objected to the Henshin technique he had originally conceived of for peaceful purposes being used for violence and intervened when the Blood Wheel Clan attacked a village to test the powers of their Monster Ninja Poison Moray Eel. After it was discovered that Kiju had created a new Henshin Ninja behind the Blood Wheel Clan's back to oppose them, Devil Sai deemed Kiju a traitor and sent Gaikotsumaru to recover the scroll from him so the Blood Wheel Clan could create monster ninjas all on their own. During the ensuing fight between Gaikotsumaru and Kiju, Devil Sai appeared and offered to spare Kiju if he agreed to serve as his clan leader's right-hand man, as his lineage had done so in the past, but Kiju refused and thus Devil Sai ordered that Kiju and his son Hayate be executed. Hayate as Henshin Ninja Arashi was able to fight off the Blood Wheel low-level Ninjas and defeat Poison Moray Eel, but Kiju was fatally wounded by Gaikotsumaru before he could take the scroll back, allowing Devil Sai to gain possession of the scroll.
Devil Sai's next scheme involved having the Monster Ninja Mashira "spirit away" people from villages so they could be used as slave labor to build a new fort for the Blood Wheel Clan. When Arashi interfered, Mashira disguised himself and attempted to poison Arashi, kidnapping the Iga family after they discovered his guise. However, Hayate saw through Mashira's disguise as well thanks to his magic sword and destroyed him before going to rescue the Igas. As Arashi freed the Igas from their cell, an apparition of Devil Sai appeared and mocked Arashi, proclaiming he would use the Henshin scroll to create an army of Monster Ninjas before collapsing the fort in an attempt to kill Arashi and the Igas. However, Arashi was able to hold up the fort long enough for the Igas to get out before escaping himself.
Dissatisfied with the progress of the Blood Wheel Clan's invasion, Devil Sai forged an alliance with the Western Yokai Corps, led by Akuma Doujin, promising them half of Japan in exchange for their help in defeating Arashi. He also punished Gaikotsumaru for his failures to defeat Arashi by trapping him underneath the foot of Akuma Doujin's sphinx base. Devil Sai would then choose to leave the conquest of Japan in the hands of Akuma Doujin and his forces while he departed for the time being.
Upon his return Devil Sai gave Gaikotsumaru a final chance to redeem himself by defeating Arashi. Gaikotsumaru kidnapped Kasumi and Kageri for Devil Sai, who tied them up near a volcano in order to lure Hayate out. Hayate came to rescue them and was able to free them, but ultimately fell into the volcano himself. Devil Sai and Akuma Doujin laughed as they believed the heroic ninja had finally been vanquished. However, Hayate's brother Tatsumaki then appeared and dove in after his brother, fusing with Arashi and enabling him to assume a much stronger form to escape the lava. After striking down and killing Akuma Doujin, the newly empowered Arashi defeated Devil Sai and revealed him to be a mechanical doll. Great Demon King Satan then appeared and revealed himself as the one operating Devil Sai, as well as the true mastermind behind the Blood Wheel Clan.
