Luis Cepeda and Heather Lane, who were controlling the Dinosaur Spirit, are the main antagonists of the second episode of What's New Scooby Doo? called 3-D Struction.
Luis Cepeda was voiced by Jesse Borrego, who also portrayed George King in DEXTER, Heather Lane was voiced by Lauren Tom, who also voiced Jinx and Gizmo in Teen Titans and Teen Titans Go! and Councillor Chang in American Dragon: Jake Long, and the vocal effects of the Dinosaur Spirit were provided by Frank Welker.
Appearance[]
While being an alpha extractor machine disguised as a real dinosaur, the spirit was a large theropod dinosaur with green skin spikes running down its back, sharp claws, a spiked tail, a lined underbelly, and a large mouth full of razor-sharp teeth, making it a realistic copy of the extinct Gigantasaurus.
Cepeda is a middle-aged man of Costa Rican descent, has gray hair, a mustache and is slightly overweight. He wears a blue suit over a lighter blue shirt and a wide-brimmed hat and black shoes.
Heather is a young woman with long brown hair. She wears a pink long-sleeved shirt with a V-neckline, as well as a red skirt and high heels. She also wears a pale-red handkerchief around her neck.

Cepeda is known for being an international con man and illegally selling antique artifacts on the world's black market while Heather is a foreign exchange art student working as an intern for the Costa Rican museum.
What's New Scooby-Doo?[]
The episode begins with Cepeda leading archeologist Melbourne O'Reilly to the Temple of Agazar where the bones of the Gigantasaurus were kept. When O'Reilly tried to take one of the bones, Cepeda warned him against it because of the vengeful Dinosaur Spirit, but is ignored. The Dinosaur Spirit then appears, causing Cepeda and O'Reilly's men to flee in terror, but O'Reilly stayed behind and still managed to take the bone anyway.
Once they arrive at the Costa Rican museum, the Mystery Inc. gang were greeted by the curator, Dr. Armando Gutierrez, who asked Heather to give them a brief tour around the museum, which included a moon rock exhibit and the abandoned gold mines before they were called back for the premiere of a documentary in the cinema, as a way to close the exhibition. However, just as the film begins, the Dinosaur Spirit suddenly emerges from the screen, scaring the gang and the crowd. As Scooby and the gang try to search for any leads, they were interrupted by Cepeda who called Dr. Gutierrez out for stealing the bones and ordered that they be returned immediately or a greater disaster would befall the museum. O'Reilly greets Cepeda while they walk past each other, with an angry Cepeda blaming O'Reilly for the spirit wreaking havoc.
The spirit makes another appearance as Scooby and Shaggy, Fred, Daphne and Velma and O'Reilly by himself split up to investigate the abandoned mines, prompting them to unsuccessfully outrun the beast. Just as it corners and roars at Fred, Daphne and Velma, they are saved by Scooby and Shaggy riding a hand drawn wagon, and they escape through a secret entrance. As O'Reilly catches up to them, Velma suspects that the dinosaur might not be real after all and there is someone wanting to make them believe that it is. Fred suspects Dr. Gutierrez because the dinosaur's appearance would skyrocket the museum's attendance while Daphne suspected Heather because of her fancy way of dressing and Cepeda because of his alleged warnings about disasters. When Velma put his photo in facial recognition, she realized he was an international conman. The Mystery Inc. gang then set up a trap for the dinosaur, using Scooby and Shaggy to lure it out of hiding, but the dinosaur manages to release iself.
Having gathered all the clues, Velma summons the suspects for a meeting at the cinema. Velma proceeds to reveal that the fecal matter Shaggy stepped in was not coprolite, but bat guano instead, and that the surround speakers throughout the museum and the mines were used to make it look like the spirit was nearby. The dinosaur itself was also revealed to be a mechanical excavator used to extract the gold from the mines. Heather was then unmasked as a culprit behind the dinosaur spirit because of her art skills to make the dinosaur skin, while Fred and O'Reilly forcefully stop her from leaving. Cepeda also attempts to leave, but Velma stops him as well and states that he's also behind the spirit, as he fabricated the skeleton out of the temple bones and made up the Legend of the spirit to scare people away so they could obtain the gold and sell it. Heather and Cepeda were arrested for their crimes, while Cepeda angrily referred to the gang as "meddling turistas".
