Doctor Apgar was a Tanugan scientist. He was employed by the Federation to work on a kriegler wave converter, with the Federation hoping to use kriegler waves as a new power source. He carried out his work on an orbiting research station where he lived with his wife Manua and his assistant Tayna. Apgar successfully developed a way of generating kriegler waves but feared there would be no profit in giving his research to the Federation. He likely planned to develop it as a weapon to sell to the Romulans, the Ferengi or someone else. Keeping his discovery quiet, Apgar requested extra dicosilium from the Federation for his research.
When the Enterprise passed through his sector, Commander Riker and Lieutenant Commander LaForge were sent to the station to check on Apgar's progress. Since he hadn't been expecting anyone from Starfleet for three months, Apgar feared his deception had been discovered. His mistrust of Riker increased when he caught Riker in a compromising position with Manua, leading to a physical altercation between the two men. According to some accounts, both threatened to report the other over the incident.
Apgar sent Manua and Tayna down to the planet's surface, then asked to meet with Riker alone after Geordi had returned to the Enterprise. The discussion became heated with Apgar more convinced than ever that Riker knew the truth. As Riker prepared to beam back to the Enterprise, Apgar set up the converter to fire a kriegler wave at him, hoping it would kill him and make it look like a transporter accident. Instead, the discharge was reflected back off the transporter beam as Riker beamed out and struck the station's reactor, causing an explosion that destroyed the station and killed Apgar.

The episode told the story of Riker and LaForge's visit from several different perspectives via holographic recreations of different people's versions of events. Apgar was seen in the recreations having died (off-screen) at the beginning of the episode.
