Doctor Edgar Blackburn is an NPC that appears in Fallout 76 as part of their Steel Dawn and Steel Reign updates focusing on the Brotherhood of Steel First Expeditionary Force coming to Appalachia to reestablish the Brotherhood's presence in the region after the previous Brotherhood under Elizabeth Taggerdy was wiped out by the Scorchbeasts about 6-7 years before Vault 76 opened on Reclamation Day in 2102. Blackburn serves as a minor character in Steel Dawn and returns in its follow-up Steel Reign as the main antagonist.

He is voiced by Keith Szarabaika, who voiced Joshua Graham from Fallout New Vegas, Cornelius Slate from Bioshock Infinite, and Hircine from Elder Scrolls Online.

Biography[]

Edgar Blackburn first comes to Fort Atlas/ATLAS Observatory to ask the Brotherhood for assistance with his research. Unfortunately, he is turned away by second-in-command of the Brotherhood, Knight Daniel Shin, convinced that the doctor's work is not worth the Brotherhood allocating resources to, especially if the Doctor won't disclose his research to the Brotherhood to help them better understand it and help him with it. As a result, unable to secure Brotherhood support, Blackburn turned to another source, the Hellcat Mercenaries, having them serve as his muscle and security for collecting potential test subjects for his research, which as it turns out, is into perfecting the Forced Evolutionary Virus that has created the Super Mutants in Appalachia, using the West Tek research center and Huntersville as the breeding grounds for them. He also uses Vault 96, which Vault-Tec designed as a Noah's Ark for repopulating the Wasteland with animals not affected by the radiation that were cryogenically frozen in the Vault, to continue his research in secret.

His plans soon surface when a massive Super Mutant assault on Fort Atlas occurs, using the underground tunnels beneath the fort to attack from underneath. Though the Brotherhood seals off the access points by collapsing the entrances with explosive charges, Blackburn is able to continue his research, unaware that the Brotherhood were now investigating the Super Mutants directly after reports come in that other settlements in Appalachia, such as Foundation or Crater, have been attacked as well. After Knight Shin takes two Brotherhood Initiates, Norland and Erika Hewsen, to investigate the source at Uncanny Caverns and are attacked by Super Mutant Berserkers, while finding a damaged Pip-Boy 2000 Mark VI from a Vault Dweller of Vault 96 in one of the Super Mutants' meat piles, Paladin Leila Rahmani goes to speak with the head of the Blue Ridge Caravan Company at Big Bend Tunnel, learning of a Blue Ridge safehouse inside the Harpers Ferry Tunnel for caravans that the Blue Ridge escorted into Appalachia. Joined by Blue Ridge Caravan Guard Aries, AKA Calvin van Lowe after having his face mutilated by an Assaultron he accidentally reprogrammed into an Imposter Sheepsquatch during his mad attempts to find the fabled monster himself, Rahmani finds the safehouse, and soon discovers Blackburn's involvement from looking over the notes left behind, showing he was in several of the caravans, including the one that used the safehouse to take shelter from a bad radstorm that hit Harpers Ferry and The Mire outside. The caravan was later confronted by the Hellcat Mercenaries, and many of the people being escorted into Appalachia were captured by Blackburn and his hired hands. After Scribe Odessa Valdez traces the damaged Pip-Boy back to Vault 96, she goes to confront Blackburn personally. Though he tries to defend himself and asks her to leave him alone, using the Vault's automated security against her along with dealing with Blood Eagles that raided the Vault for goodies, easily overpowering and killing the Hellcat Mercenaries that were guarding Blackburn, Valdez finally reaches Blackburn in the Overseer's Office and apprehends him. He surrenders without a fight, already consumed by the sins of his actions that were in the name of helping humanity with perfecting the F.E.V. to save them. Brought back to Fort Atlas, Blackburn confesses that his co-workers are at the West Tek research center preparing the final touches to the F.E.V. before releasing it into the water supply and air, leading to a worst-case scenario much worse than Huntersville. Blackburn agrees to come with Rahmani and Shin to West Tek to stop his comrades, but when they are confronted, Dr. Farha, Dr. Jain, and Nellie Wright, refuse to stop their plans, at least until Blackburn asks to be let go to try and reason with them himself. Instead, he asks that they prepare the test chamber so that he can test the F.E.V. on himself to show the Brotherhood the results of their efforts to perfect the virus. Before anyone can stop him, he is administered the perfected F.E.V., but something goes horribly wrong, and he erupts from the test chamber as a berserking Super Mutant Behemoth, armed with part of the destroyed chamber as his club and able to spray globs of potent acid around the room. Rahmani and Shin have no choice but to kill him to stop his rampage. Afterwards, because of what happened to Blackburn, Rahmani and Shin face a difficult decision with Blackburn's co-workers: Kill them to prevent their research and knowledge from falling into the wrong hands, or spare them so that they can continue their work under Valdez back at Fort Atlas in the hopes of it still helping humanity in the Wasteland. Whichever side is chosen, the other member will either have to be killed or let go because they refused to accept the other's decision and leadership with the Brotherhood because they felt it was against what the Elders taught them.
