Doctor Giba is the leader of Criminal Syndicate Bioron and the main antagonist of Kidou Keiji Jiban. He is a mysterious figure who seeks to use bioterrorism to spread chaos and terror throughout Japan.

He appears as a brown-haired Caucasian man, but occasionally shifts to a more monstrous form. It is revealed in the finale that Giba is in fact not even human, but a creature known as the Gibanoid that was born from the chemical waste at the National Science Academy.

He was portrayed by the late Leo Meneghetti, and voiced over by the late Shōzō Iizuka.

The Gibanoid's birth.

The Gibanoid was born in the National Science Academy's waste treatment plant from the leftover materials of their biological experiments. Because of the nature of his origin, Giba became filled with malice towards humans and developed a callous view towards the environment.

At some point, Giba took the form of a human and established the Criminal Syndicate Bioron to carry out his goal of taking over the world and subjugating humanity. To build up his organization, Giba created a corps of commando-like soldiers called Masques and sent them to kidnap humans so he could use them for his biochemical experiments. Among the people Giba's henchmen kidnapped were the parents of Naoto and Mayumi Tamura.

Terrorizing Japan[]

After operating in secret for some time, Doctor Giba and Bioron eventually emerged in public and began sending their Bionoids to wreak havoc throughout Japan. In one of Bioron's attacks, police officer Naoto Tamura was fatally injured. To combat Bioron, Naoto was rebuilt into the cyborg Mobile Cop Jiban by the Central City Police Department under the direction of Commissioner Seiichi Yanagida.

After several of his schemes were thwarted by Jiban, Giba began looking to target and take out Jiban specifically. Identifying a link between Jiban and his little girl helper Mayumi Igarashi, Giba began targeting the Igarashi family to see if any of them could lead him to Jiban's secret base. He kidnapped the mother of the Igarashi family and replaced her with one of his Bionoids in disguise. He also created a new general of Bioron, the mutant cyborg Mad Garbo, to serve as his enforcer. The Bionoid impersonator was quickly unearthed, but not before it was able to abduct Mayumi and bring her to Bioron and Mad Garbo.

With Mayumi as their captive, Mad Garbo initially sought to read Mayumi's memories to find Jiban's secret base using a memory-eating parasite, but this was thwarted when Harry interfered and destroyed the parasite. Giba then came up with a much more effective plan and ordered Mad Garbo to fit Mayumi with a bomb and set it to go off when Mayumi was hugged by Jiban, killing them both. Jiban made his way to Bioron's base and was able to free Mayumi, but before he could hug Mayumi, Mayumi ran off to prevent herself from destroying Jiban and leapt off a waterfall to an uncertain fate.

Arrival of Queen Cosmos[]

Giba's plans were further complicated by the arrival of Queen Cosmos, a mysterious extraterrestrial being from space who also had ambitions of taking over Earth. Cosmos would interfere with Jiban and Bioron's battles several times, piquing Giba's interests as to what her true nature was. Giba later obtained a piece of Queen Cosmos and used it to upgrade Mad Garbo and one of his Bionoids, prompting Queen Cosmos to enter Bioron's base to get it back. However, recognizing that they both had a common enemy in Jiban, Giba and Queen Cosmos decided to form an alliance for the time being to destroy the cyborg. Queen Cosmos accompanied the upgraded Mad Garbo on a mission to take out Jiban and, with their combined power, they were able destroy and deactivate the cyborg in an especially brutal fashion.

With Jiban out of the way, Giba decided now was time to commence the all-out attack Bioron had been planning for some time. He contacted the various Bioron cells throughout Japan and instructed them to begin their operations. Japan was soon enveloped in chaos as Bioron's Bionoids attacked and leveled entire city blocks, all while people were attacked by bees genetically engineered by Giba whose sting carried a virus that caused people to go berserk and destroy everything in sight. However, thanks to the blueprints an amnesiac Mayumi provided, Jiban was rebuilt as Perfect Jiban and was able to destroy Bioron's Bionoid, forcing Giba to call off their attack for the time being.

Seeking to learn more about Queen Cosmos, Giba sent his assistants Marsha and Karsha to spy on her, and soon learned of her intentions to take over the Earth and build an all-female empire, something Karsha thought sounded nice. Queen Cosmos quickly discovered Giba's spying and went to Bioron's base to confront him about it. Giba told Queen Cosmos that while Bioron had no interest in building an all-female empire, they did share similar goals of taking over the world and provided the alien being with a Bionoid to assist her in her latest scheme.

Later on, Queen Cosmos announced to Giba that their partnership was over now that her backup from space had arrived and threatened to destroy Bioron if they interfered with her conquest. Giba began plotting to eliminate her, though Queen Cosmos was soon taken care of when she was destroyed by Jiban, leaving Giba with only Jiban in his way. Giba also took advantage of the struggle between Cosmos and Jiban to abduct Mayumi again, who was now starting to regain her memories.

Final Battle[]

With the information he had forcibly obtained from Mayumi, Giba's forces were able to break into the police department and steal the files pertaining to Jiban. With the information in these files, Giba modified Mad Garbo to be able to counter all of Jiban's attacks and transformed her into a copy of Jiban.

With the threat posed by Jiban diminished, Giba had Bioron begin a second series of wide scale attacks, having his Masques target important locations throughout Japan. In an effort to make Bioron no longer able to predict his actions, Jiban was forced to suppress his human emotions. Giba later noticed a strong signal coming from a location somewhere in Japan and deduced it must be Bioron's base, sending a missile to destroy it. Unbeknownst to Giba, this was really a trap by the police commissioner to locate Bioron's headquarters by tracking the place the missile was fired from using satellite imagery. Though Jiban's base was destroyed and the commissioner lost his life in the process, they were able to track down Bioron's headquarters and send Jiban to take it out.

Upon entering Bioron's lair, Jiban was faced by Mad Garbo, Marsha and Karsha. After Jiban destroyed Mad Garbo, Marsha and Karsha fled, only to be killed by Giba for choosing to flee rather than die against Jiban. Admonishing Giba for his cruel treatment of his subordinates, Jiban appeared to confront the Bioron leader. It was at that point that Giba revealed his true form to Jiban, that he was not human at all but a biological monstrosity known as the Gibanoid. Giba revealed his origin as a creature born from the chemical waste at the National Science Academy and declared that because humanity was willing to experiment with life it was no different for Bioron to do the same and that no humans valued life, but Jiban responded that all life forms on the Earth were valuable and should be nurtured.

Jiban and the Gibanoid then clashed. After fighting off Jiban with its tentacles, the Gibanoid attempted to escape on board a Bioron airship but was pursued by Jiban. As Jiban boarded the airship, the Gibanoid attempted to fire off Bioron missiles at every country and used Mayumi as a human shield to keep Jiban from attacking him. However, Jiban was able to shoot around Mayumi and wound Gibanoid before it even had a chance to react. The injured Gibanoid then pressed a switch to drop Mayumi out of the airship, but Jiban was able to fly down and bring her to safety before flying back up to the airship to confront Gibanoid. As Jiban and the Gibanoid fought, the Bioron airship they were on crashed and exploded, with Jiban emerging from the wreckage intact while the Gibanoid perished.
