Dr. Circula Tori is the head surgeon and an expert in not only treating patients but restoring them to life as well.

Dr. Tori is such a skilled matter recombinator that Doctor Phage praises her, mentioning that she may be the most intelligent practitioner in the entire hospital staff (behind Phage himself of course) if not the entire known range, with an unparallelled success rate of nearly 23%. In addition, she was able to successfully bring Fern back to life twice. After that, however, two of her subordinates, Scissie and Sciassane, revive Fern. Admittedly, Tori can achieve the same results with or without tools, though tools do aid in efficiency at least. Tori admittedly seems to have a cold, calculating outlook on those around, trying to see them more as equations than as people, leading many to think that she completely lacks empathy. Despite this, she does still have a friend in Cathy. Still, she does neglect her own son Willis in favor of her workload or her hobbies, and Willis joined Fern as a result. On the topic of her hobbies, she is also an artist. She decorated her surgery ward in the hospital as well as being said to have decorated other parts. She also enjoys drawing, painting, and fashion.
