Captain Don Kubiak is one of the main antagonists of the Law & Order: Special Victims Unit episode "Once Upon a Time in El Barrio". He is a corrupt police captain who smuggles and sexually abuses undocumented women for a human trafficking ring.
He was portrayed by the late Brad William Henke, who also portrayed Desi Piscatella in Orange is the New Black, Steve in Criminal Minds, Frank in The Office, Ted Sanderson in Law & Order, and John Cooke in Split.
Early[]
He was previously Lieutenant of Vice Squad before being promoted to Captain. It was said that he had a history of complaints against him but nothing major to hinder his promotion.
However, he was secretly affiliated with human sex traffickers and abused his career to help out the ring, in exchange for being allowed to rape the women he worked to smuggle and being bribed to look the other way.
Once Upon A Time in El Barrio[]
He was ultimately incriminated after being caught with a burner cell phone connected to the trafficking ring. Kubiak was picked out by Lucia, one of his victims who also described his privates in detail.
Kubiak and his lawyer initially argued about the accusations, with him stating Lucia was his girlfriend and blaming Chavez' death on SVU. His lawyer requested that he get immunity, in exchange for his cooperation. They also demand he be allowed to retire with a full pension. SVU Captain Olivia Benson and Sergeant Tutuola soon discovers something that helps them and reveals Lucia, his alleged girlfriend, is actually underage teen, making Kubiak a child molester. He is speechless to learn this and his lawyer tries to call it a lie however, they reveal her birth certificate is being sent right now and promise to send him to prison with both a dirty cop and a pedophile tag if he doesn't cooperate. Knowing he would never be safe in prison with those labels, he gives up the leader of the ring Jorge Padilla and called him to set up a meeting.
After SVU set up a sting and got Padilla in the act, the latter was arrested along with his conspirators. The victims were ultimately rescued, and the ring dismantled.
In the end, Kubiak was imprisoned for multiple counts of rape, accessory to murder and human trafficking.
