Donna Marshall is the main antagonist of the Law & Order: Special Victims Unit episode "Parole Violations". Marshall is a parole officer later found guilty on reduced charges of raping the men whose cases she's assigned to.
She was portrayed by Molly Price, who also portrayed Donna Kaplan in Elementary.
Biography[]
Marshall used her position as a parole officer to sexually extort Jordan Dolphy in exchange for looking the other way with his drug addiction. Marshall once raped Jordan at gunpoint when he wanted to be done with being exploited. When Marshall evaluate Tommy Sullivan, the boyfriend of Detective Sonny Carisi's pregnant sister Bella, she raped Tommy at gunpoint out of jealousy. It nearly endangered Tommy's and Bella's chances at marriage, as Bella believed Tommy "cheated on" her. To cover for their department, Marshall and her boss, Sergeant Ralph Kissel, stole some of Jordan's drugs and planted them at Tommy's and Bella's apartment, then charged the both of them with possession and violation of their parole standards. The Special Victims squad didn't care and arrested and tried. Tommy testified to being raped, but when Jordan testified for the defense, he was blackmailed by Kissel, saying he'd follow through with the charges if Jordan didn't lie on the stand. The defense tried to discredit both men for being parolees, but when the prosecution encouraged Jordan to tell the truth, including that the cops still let him use, Jordan testified on the stand the department used their power for whatever they wanted on him and Tommy. Marshall lied she didn't want her "sex life" on the stand, so she pleaded guilty to sexual misconduct and evidence tampering and agreed to lose her job and register for life as sex offender. Marshall briefly protested to Sergeant Olivia Benson, saying she hated Tommy having a life and that her own job was hell from parolees never changing. Benson rebuffed all her remarks, and the deal was solidified.

- Marshall is inspired by two female rapists of men: Samantha Verner, a parole officer convicted of sexually coercing and raping a parolee, and Cierra Ross, a woman convicted of kidnapping and raping a man at gunpoint.
