Dr. Elliot Emerson is an antagonist within the SCP Foundation series. He is the overarching antagonist of the SCP-1730 article (also known as "What Happened to Site-13?"), which centers around the titular Site-13, a building belonging to the Foundation from an alternate reality.
Emerson acted as Site-13's Site Director prior to the disastrous events that would unfold within it and doom both him and everything in it.
History[]
In the alternate reality where Site-13 comes from, the SCP Foundation was taken over by the Global Occult Coalition, which focuses on destroying rather than containing anomalies. Emerson worked at Site-13, where he was passed over for promotion to Site Director in favour of Dr. Jack Bright. However, after Bright's promotion a scientist named Dr. Cynthia Light was murdered and Bright was imprisoned for the crime, leading to Emerson being promoted to replace him. Many believed that Emerson had framed Bright to get his job, although it's suggested that his superior Paul Manafort was truly responsible and Emerson merely took advantage of the situation.
Under Emerson's leadership, Site-13 began being used for performing sick experiments on anomalies. At first it was simply invasive testing being performed on anomalous animals, then it was expanded to humans, until finally they began simply vivisecting anomalies. Every anomaly under Foundation or Coalition containment was eventually sent to Site-13, where Emerson experimented on them to find if they had some unspecified quality. Those that did not were vivisected and thrown down the "body pit" to be incinerated and mulched into sludge. Those that did were kept alive for further torture under the guise of experimentation.
There was at least one doctor at Site-13 that had a sound sense of morality, Emerson's ex-lover Dr. Vera Hadley, who would one day be fed up with the sick experiments being done and put an end to the horrors within the Site. Dr. Emerson ordered termination of an entire humanoid wing of the Site, which included an anomalous young boy - a boy that needed to feed by sucking the blood of others. Dr. Hadley, however, altered this plan and caused a mass containment breach by orchestrating a power surge that shut down the site's reactor. Dr. Hadley had also made sure to make "the body pit" liquids as toxic as possible so Emerson would have it cleared out, unleashing the anomalies contained within, many of whom had survived the process due to their anomalous abilities.
Dr. Emerson, as a last resort to escape from Site-13, ordered his subordinates to activate a device known as the Thresher, which would allow him to escape to another dimension. However, the Thresher was highly unpredictable and trapped the site in a space between worlds for a thousand years before dumping the site in the universe of the main Foundation, where all the anomalies at the site that were still imprisoned were released, overrunning the site and leaving Emerson and his staff at their mercy.
Many teams were sent to explore the building by the Foundation, resulting in many casualties. One team even comes across Bobble the Clown, who tells them how Emerson had tortured him for fun "to see what sounds we made when we wanted to die". The last team sent into Site-13 comes across the most dangerous creature yet, which is explained as follows (emphasis added):

The primary structure of the entity is a floating, cross-legged, humanoid construct with six legs, eighteen arms, and thirty-six forearms attached to seventy-two hands. Each limb moves independently, gesturing and posing in constant, sudden, jerking movements. The entity does not have a head, but instead has a large, flat, circular structure attached to its upper chest that is covered in a large number of symbols and glyphs Most notably, a single severely emaciated, severely charred human figure is bound to the flat circular structure of the entity’s head. This figure twists against its restraints, and appears to be screaming. As the entity performs its gestures, the glyphs on its head illuminate rapidly, often causing burns where the human’s skin comes in contact with them, creating further distress and increasing the volume of the whining.

The person attached to this entity is none other than Dr. Elliot Emerson himself, trapped in eternal suffering on this creature. Site-13 was later transported away after the Thresher was re-activated by members of a Foundation extraction team, leaving the fate of the anomalous creatures, lost team members, the multi-jointed floating creature and Dr. Emerson a mystery.
Personality[]
Emerson was at best a moral coward who failed to oppose orders to turn Site-13 into a death camp, and at worst an outright sadist who happily complied with said orders. His direct subordinate Dr. Mohammad Scott remembered him as an average, middle-of-the road administrator who relentlessly sucked up to his bosses but was not actively malicious, blaming his atrocities on his cowardice and inability to stand up to his superiors. He also claimed that Emerson had a soft spot for Dr. Hadley, failing to punish her for opposing the Coalition and objecting when his superiors had her strip-searched and beaten for speaking out. However, Bobble the Clown, who had been experimented on under Emerson's supervision, remembered him as a sadist of the highest order who had "got his jollies off watching" anomalies being tortured, recalling how Emerson had insisted on watching every time he and other anomalies were experimented on.
Whatever the truth, Emerson was undeniably a selfish coward, fleeing the universe using the Thresher despite Dr. Scott's warnings that he was just leaving another world to deal with the problem of the escaped anomalies because he didn't want to face having to explain himself to Secretary General Paul Manafort. He was incredibly egotistical, feeling so slighted when Dr. Bright was promoted over him that he may have framed him for murder just to steal his job. Like many Foundation staff, particularly after the Coalition takeover, he dehumanized SCPs under his authority to an absurd degree, believing that people who had developed anomalous powers were not humans but merely anomalies who resembled them, which allowed him to commit atrocities against them with minimal regret.
