Dr. Ilsa Hayden is the central antagonist, next to Rico Dredd, of the 1995 sci-fi film Judge Dredd. She was portrayed by Chinese-American Actress Joan Chen.
During the era of Mega City 1, the council of judges decided start to a cloning programing. They called it Project Janus and kept it secret from everyone else, including other judges. The purpose of Janus was to create clones based on DNA and genes from prominent street judges from the past. Dr. Ilsa Hayden, one of the best scientists in Mega City 1, was hired to lead the project. With her help, two clones were made: Judge Dredd and Judge Rico. Despite the initial success of Janus, there was a fault: Judge Rico eventually became defected. He developed psychopathic behavior and began committing crimes. Dredd discovered what Rico was doing and placed him under arrest. Rico was sentenced to life imprisonment and Dr. Hayden was fired.
Decades later, Rico managed to escape from his imprisonment. He joined forces with Judge Grant, who was member of the council. Together, they began a mission to take over Mega City 1. They also wanted to restart the Janus project. By using the project, Rico and Grant would produce clones who could serve as their personal soldiers. In order to do so, they needed Dr. Hayden's assistance. She was rehired and began to help them.
