Doctor Ludvig Maxis, M.D. is a recurring character in the Call of Duty zombies storyline, appearing as a minor character in Call of Duty: World at War and Call of Duty: Black Ops, the overarching protagonist of Call of Duty: Black Ops II’s Victis storyline and a supporting character in Call of Duty: Black Ops III and Call of Duty: Black Ops 4.
He was voiced by Fred Tatasciore, who also voiced Poseidon in 2005s God of War, Saren Arterius in Mass Effect, Nikolai Belinski in the Call of Duty Zombies series, Bane in Batman: Arkham Asylum and Batman: Arkham City, CLU 2 in TRON: Uprising and TRON: Evolution, Daniel Pinkerton in Uncharted: Eye of Indra, Tony Alpert in Battlefield: Hardline, Helm Hammerhand in Middle-earth: Shadow of War, Rhino in the Marvel's Spider-Man series, and Shao Kahn in Mortal Kombat Legends: Scorpion's Revenge.

Background[]
Ludvig Maxis was born before 1906 in Germany, and later became an accomplished scientist who worked at a weapons factory in Breslau alongside Edward Richtofen. During an unknown point in time, Maxis married an unnamed woman, and she later gave birth to their daughter, Samantha Maxis. Around the 1930s, Maxis discovered Element 115, and decided to form Group 935 to do experiments with the element. Becoming the group's head scientist, Ludvig invited Richtofen to join the group to conduct further experiments, who was secretly working with the Illuminati. Though initially finding success with teleportation, Maxis and Richtofen discovered that the element could revive corpses that were teleported. Needing more funding to continue his experiments, Maxis turned to the Reichstag, who agreed due to their interest in using Ludvig's weapons and technology to fight against the Allied Powers.
While continuing to experiment with Element 115, Dr. Maxis developed a romance with his assistant Sophia, and became worried about protecting his and Samantha's lives from Richtofen. It's revealed that Richtofen started to see Maxis as unfit to lead Group 935, and decided to betray him when he didn't keep his promise to produce his invention, the Wunderwaffe DG-2. When conducting an experiment with teleporting Samantha's dog Fluffy, Richtofen betrayed him and locked Ludvig and his daughter in the room. Ludvig teleported himself and Samantha out of the room, where he was transported to the "crazy place" as his daughter was transported to the Griffin station on the Moon. Once he learned how to merge his soul with technology, Ludvig traveled to the Griffin station and told Samantha to kill every member of Group 935 before killing himself with merge with the station's technology. Samantha became trapped in the M.P.D. and started to control the zombies to kill Richtofen.
World at War[]
Though Dr. Maxis doesn't make an appearance in Call of Duty: World at War, he is mentioned in the map "Shi No Numa" and is overheard on the radios in "Der Riese".
Black Ops[]
In the map "Moon", Dr. Maxis appears after Richtofen enacts his grand scheme by switching souls with Samantha, and Ludvig tasks his daughter, Tank Dempsey, Takeo Masaki, and Nikolai Belinski with severing Edward's connection to the Earth and the Aether by launching missiles at Earth. Despite the deaths of billions, Richtofen's connection was severed, but he maintained control over the zombies.
Black Ops II[]
After stopping Richtofen's grand scheme, Maxis originally intended to overpower Edward and heal the Earth but changed his plans to gain power over the Aether to reunite with Samantha in Agartha. Needing help to pull his sceheme, Dr. Maxis manipulated the Victis crew, which consisted of Samuel Stuhlinger, Marlton Johnson, Abigail Briarton, and Russman to create energy fields to power the polarization pylons to gain more energy. Once Maxis reached full power from the pylons, he overpowered Ricthofen and gained power from the Aether, revealing his plan to destroy the Earth before banishing Richtofen's soul into a zombie. Afterward, Maxis forced Samantha to join him in Agartha, as the Earth was completely destroyed until Maxis and this timeline were erased by Dr. Monty.
Dimension 63 Timeline[]
In Dimension 63, Dr. Maxis is no longer an antagonist and is instead a member of Group 935 alongside his protege Edward Richtofen. He begins to hear the voice of Samantha, who started to influence his choices such as deciding to betray the group and contact the allies on 935's advanced technology.
