Dr. Roosevelt is the overarching antagonist of Naoki Urasawa's manga Pluto, as well as it's 2023 anime adaptation.

He is an advanced supercomputer that takes the form of an immovable brown teddy bear that speaks with a child-like voice, serving as the advisor of the President of Thracia, and is ultimately the root of all events in the story, having been the mastermind behind the 39th Asian Conflict, as well as being the secret backer behind the scheme of Professor Abullah, the master of the titular Pluto.

He is voiced in Japanese by Marina Inoue, and by Melissa Hutchinson in the English dub.

Personality[]

Dr. Roosevelt is the ultimate showcase of how advanced robotkind is, and that if robots are as advanced to be nearly the same as humans, they have equal capability of being selfless individuals like Gesicht, Epsilon, or Atom, or being shallow megalomaniacs like Roosevelt. An advanced supercomputer with a superiority complex and desire to be the one in control over the world, despite Roosevelt's delusional claims that he would've brought paradise to robotkind, Roosevelt's only true concern in the world is just his lust for power, admitting that all life, human or robot, are failures, foolish or dead except for him. While stuck in just the body of an immovable teddy bear unlike other robots, Roosevelt isn't some pathetic wannabe overestimating his abilities, as with the very power of Roosevelt's mind, he is the most powerful and dangerous individual in the planet, using manipulations and charisma to have his paws everywhere in Thracia from politics, weapons systems and the military, with his eyes being everywhere and any and everything can be used by Roosevelt and manipulated for his own advantage while being out of suspicion from anyone. Furthermore, despite holding a twisted respect for Brau-1589 to the point of allowing him to satay by his side, it is likely less out of honor and more likely due to Brau being more like Roosevelt.

However, the most frightening trait of Roosevelt is not the dangerous power of his mind, but the causal attitude of his. Even with what all atrocities he will commit or the selfish egomania, Roosevelt always maintains a cheery and eerily polite façade, never raising his voice or losing his composure, unnervingly friendly and cordial as he manipulates everyone and everything to his design. even at the end with his plan unexpectedly being thwarted and Brau refusing his offer, all he does is exasperatedly muse disappointment of things not working out and resign to his fate.

Overall, Dr. Roosevelt is a narcissist who is under the impression that the world belongs to him, and is careless about how many lives would be lost had his plot succeeded, even planning to begin a new plot after the original one failed. In the end, Roosevelt stands as proof that even the most huggable of characters can become the very definition of evil and narcissism.

Biography[]

Dr. Roosevelt is a supercomputer AI and one of the most genius robots in the world, but takes the form of an immobile teddy bear to be the advisor to the President of Thracia. Using the President as a mere figurehead without him knowing that he isn't the one in control, using him to gain control over Thracia from politics to weapons and military defense, and using his advice over the President to bring Thracia towards prosperity for his own plans to have robots dominate mankind and him being the supreme ruler of the planet.

Upon having heard of the rumors that Persia is developing the most advanced robots ever seen and noticing it as a potential threat towards his superiority, Roosevelt takes advantage over the President's anxiety on Persia's threat to frame Persia of creating weapons of mass destruction, manipulating Thracia and Persia into the destructive 39th Asian Conflict, leaving countless humans and robots dead as a result of shootouts, bombings and airstrikes with even children accidentally being killed on the crossfire. As a result of the war, Persia's advancement was halted and was reduced to a poverty-stricken country.

Having either planned or learnt about the awakening of Goji under the guise of Dr. Abra, Roosevelt sees a potential lining in this for his plans of subjugating humans and robots alike. Having backed up his scheme from behind the scenes, paving way for its success, who thanks his help, "Abra" uses Pluto to assassinate the world's 7 most advanced robots, as well as multiple other scientists who formed the Bora Squad to travel to Persia and find evidence of the weapon of mass destruction called Bora being developed there. With nearly all threats neutralized, only one thing remained for Roosevelt.

Having continued to the President's advisor in giving speeches and improving the state of Thracia, Roosevelt ensures "Abra"'s success in transporting an Anti-Proton Bomb to a massive magma pocket and detonate it for his plans of vengeance against Thracia for what they did to Thracia, having expected the massive eruption that would destroy Thracia cover the world in sulphur and ash and wipe out 90% of the human population so Roosevelt can rule over what is left of human and robotkind. When a weather robot, Arnold, notes about the changes in magma levels and warns the other Thracian politicians, Roosevelt heads him off in every way until he convinces the sole survivor of the 7 most advanced robots, Atom, to deal with the threat of Bora.

When the President confronts Roosevelt for his betrayal, he acknowledges that he was manipulating everything from behind the scenes for his goals of control, while assuring the President that there is still 10% left for him to rule over when the President begs him for protection, just that the only condition for him was that he is to be his slave for as long as he lives to be the designated leader. However, Brau 1589, who was sent by Atom to deal with Roosevelt after escaping his long-confinement, enters the room. Roosevelt welcomes him out of respect for him being one of the few robots to have ever got the will to kill a human and offers him a partnership. However, Brau refuses the offer, to which Roosevelt exasperatedly muses on how disappointing that things ended up like this and as robotkind could've lived in his "paradise", as he resigns to his fate being impaled by the spear Brau threw at him.

  • He is named after Theodore Roosevelt, the 26th president of the United States and the namesake for the teddy bear.
  • Despite being the main villain of the series, Roosevelt has never interacted with Gesicht or Atom, the protagonists, with the most direct threat being Goji.
  • He seems to be based on Chochi Chochi Ababa the Third from the original story.
