Dr. Storm is the secondary antagonist of the anime movie Doraemon: Nobita and the Windmasters. He is the present-day leader of the Storm Tribe who appears to help Uranda reforming the dragon Mafuga to rule the world. In truth however, he is an archaeologist and wanted criminal from the 22nd century seeking to overthrow Uranda and using Mafuga to take over the world himself. He eventually succeeds in those goals in the climax, becoming a major antagonist in the movie.
He was voiced by Yusaku Yara, who had previously voiced Colonel Dracorl in Doraemon: Nobita's Little Star Wars.
Personality[]
Storm is very deceptive. At first, he appears to be assisting Uranda, but even then, it's heavily implied that he plots to overthrow the latter from the start. Uranda, knowing this, plots to kill him once his work is done. Storm is also sadistic, taunting Fuuko during her imprisonment. Later on, it's revealed that Storm is in fact a time criminal who is so power hungry that he wishes to use Mafuga to take over the world, even managing to betray Uranda. When that fails, he tries to run away to save his own skin, only to be foiled again and arrested for his crimes.
Biography[]
Dr. Storm is an archaeologist and wanted criminal from the 22nd century. During one archeology, he found the medallion that foretold Mafuga's return, and decided to travel back in time to revive it in order to conquer the world. Once there, he disguised himself as a member of the Storm Tribe before eventually taking their leadership. One night, Storm led the Storm Tribe to discover Uranda's tomb and opened it, seeking treasures inside. However, this unleashed Uranda, who then went on to possess a wolf and plot his world domination once again.
Afterwards, Uranda possesses Suneo and returns to lead the Storm Tribe, ordering them to carry out his next stage of the plan: capture Fuuko. The tribe successfully capture her while Storm steals Doraemon's pocket. However, that night, Nobita invades the Storm Tribe and steals Fuuko back.
Later on, at the Southern Island, Doraemon and Jaian try to stop Uranda from finding the red eggs, but are captured instead. Uranda then escapes from Suneo's body and cites the chant to release Mafuga's spirit, allowing it to merge back with Fuuko and Gorado and reforming into the deadly dragon, ready for him to conquer the world. However by then, Storm reveals his true colors and absorbs Uranda into a 4-Dimensional Pet Bottle, before taking control of Mafuga himself.
Thanks to the Wind Tribe's help, Fuuko escapes Mafuga and destroys the dragon after a battle, sacrificing herself in the process. Angered by the turn of events, Storm flees, but Gian shoots his ship, causing it to crash. Storm is then arrested by the Time Patrol.

- Despite being the secondary antagonist, Storm does most of the work and eventually successfully overthrows Uranda in the climax. He was also the one who inadvertently freed Uranda from the latter's tomb in the first place, setting the plot into motion.
- Storm is the third villain of a Doraemon feature film to steal Doraemon's 4D Pocket, following Qasim and Toriho, and later Yamitem and Diabolo.
- Just before stealing Doraemon's pocket, Storm correctly refers to the latter as "the robot cat from the 22nd century", foreshadowing his true identity.
