Dr. Sturgess is the villain in the Haunting Hour episode "Lights Out". Dr. Sturgess was a doctor at the Maple Glenn Asylum until it burned down in 1951 killing almost everyone, including him. If his patients were caught after "lights out," they would be given electroshock therapy. Because of this, most of his patients were scared of him and did as he said.
On the night that Teddy, Haley, and Sean break into the asylum, Dr. Sturgess catches Teddy out past "lights out" and operates on him, traumatizing him so much that he repeats "lights out" over and over again.
