Dr. Vincent Devlon is an antagonist in Jonny's Golden Quest.

Vincent Devlon is a rotund man with grey hair.
Biography[]
He was first seen swiping a CD on the gold formula and making a run for it during the assault on Dr. Zin's Peru base and went into hiding to make gold. Later, Dr. Quest analyses a gold mask and finds it too sharp to be real. Just then, Dr. Zin reveals he was after the mask in order to recover the secret to making its material.
When Jessie discusses him with Dr. Quest, he assumes she received a message to take the mask to a friend so said friend can get the process patented in order for Vincent to come out of hiding and they can be a family again as she never got to know him as she attended boarding schools. Just then, Dr. Quest realizes Dr. Zin is after Vincent and the gold processing secret. Jessie came along on in order to talk more. The policeman who brought her to Dr. Quest explains that I-One has to find Vincent first. Dr. Quest takes Jessie in and Team Quest heads to Tokyo to meet Chikara who might know where Vincent is. Unknown to the heroes, Dr. Zin wa spying on them and has his replicants raid the apartment complex Chikara lives in and kidnap him.
When Jonny and Race try to save him, he gets shot, costing the heroes their lead. However, Dr. Quest has 3-DAC analyze the picture of Vincent, and it was standard photographic paper with no useable prints or traceable elements. When Quest asks about records from the world-wide metallurgical associations, she explains that it is negative. When he asks 3-Dac about the word clusters associated with the word gold, he gets the word alchemy and the name of Leonardo da Vinci. They also learn Vincent had a Ph.D. at Universita De Roma. Race then recalls that I-One investigated a theft of famous Da Vinci papers last year. Later, when Dr. Quest has a guard remember the time the notes were stolen, it was revealed that Vincent was behind the heist. He also had the guard shot with a dart designed to keep him from remembering what happened.
When Dr. Quest analyzes one of the papers from the memory, he finds that there is a formula for making gold. This however required a power source on level of the sun. Jonny realizes that if someone had nuclear energy, it could bring out the power from da Vinci's dreams. Dr. Quest then asks 3-DAC on potential thefts of uranium-235. Jonny Quest did offer to have Jessie try the device used to help the guard remember, but she turned it down in favor of keeping it a secret. It was discovered there were six thefts of the material over the past two years across the world. While four of the stolen sets were recovered, one was stolen by a terrorist group still active and the last set had no leads. That set was taken from a university lab in Rome. Benton remembers that Vincent was a graduate there and must have stolen it to make his synthetic gold and makes plans to go there.
When they get there, they learn the theft occurred three months ago and Devlon was doing research for a book and always comes in at night. When they planned to return to meet the night librarian, an electric cable comes loose and they find the workers were trying to kill them. However, Hadji manages to outsmart them with his magic. Race holds them off until everyone is back in the van. After managing to capture three of them for questioning at I-One HQ. It turns out they work for Devlon and they were paid to keep quiet about power fluctuations happened in the city and had always contacted them.
Dr. Quest believes Vincent tapped into the electricity to fire up his process of nuclear melting. They then map out the potential area for the next brownout and follow his Siamese cat into a sewer. They followed a series of electric cables to Dr. Devlon's hideout. When Devlon notices them, he fires his gun at Race and misses. When Dr. Quest tries to reason he doesn't work with Dr. Zin, Devlon shoots at him, assuming he is here to steal his secret. When Hadji says they have brought his daughter, Devlon explains he did not see Jesse anywhere in his life. Just then, Dr. Zin arrives with Snipe and a robot. When Vincent provides Zin with the formula, begging for a chance to redeem himself. Rather than a second chance, Zin has the giant robot disintegrate him.
Dr. Zin explains that Devlon discovered the method for Zin, but got greedy. He also found it fitting to trick them into locating Dr. Devlon. The golden mask was the key needed to get them to find Vincent for him. It was also revealed that Jessie really wasn't Devlon's daughter and was the daughter of Jade who Dr. Zin forced into the scheme by kidnapping her (Jessie's) mother and threatening to kill her if she did not go along with her schemes.
