Dr. Webb was a minor antagonist appearing in the CW television series Arrow. He was a psychiatrist working at a mental instruction, but eventually used Cecil Adams’ Vertigo drug to cause chaos in Starling City.
He was portrayed by Darren Dolynski.

When Cecil Adams came through the institution Webb worked at as a psychiatrist, Webb was a led to extract the Vertigo in his kidneys and make his own version of the drug, with added chlorpromazine to make the effect stronger. He began selling it in order to make money, using a voice modulator to pose as The Count.
In order to make his operations easier, Webb faked the Count’s escape to draw away attention from himself. Some time later, The Vigilante known as the Hood tracked Webb down and discovered that Adams never escaped from the institution. However, Webb is able to knock him out and discovered his true identity as Oliver Queen
Webb restrained Oliver to a gurney and revealed his motives to him, claiming he became a crime boss by necessity, rather than choice. Webb then injected Oliver with Vertigo in the hopes he would die of an overdose. However, Oliver managed to escape his restraints and kills Webb.
