Dupe Licitous is the overarching antagonist in the Netflix series adaptation of the Captain Underpants franchise, The Epic Tales of Captain Underpants in Space!!.
Dupe Licitous is the director of Piqua Order Of Professional Space and Interplanetary Explorers (abbreviated as P.O.O.P.S.I.E.) who wanted to discovered an alien spaceship by sending kids into space and fly it back to earth if it means putting the earth in danger.
He was voiced by Gary Anthony Williams who also played Bebop in Teenage Mutant Ninja Turtles: Out of the Shadows and who also voices Uncle Ruckus in The Boondocks, Riff Tamson in Star Wars: the Clone Wars, and Goofy Manager in SpongeBob SquarePants.

Dupe has been spending years trying to find an alien spaceship to study its resources. However the controls were too small to audits, when he try to use monkeys, the monkeys flew off to a banana planet, and when try to do it with robots, they flew off to a battery planet. Not wanting to gave up, he secretly plan to send kids into space to get the alien-ship and fly it back to Earth. In order to do this, he makes commercials to let make schools all over the country to sign up for a field trip to outer space. But, due to no one would send kids into space, they never sign up for him.

In “The Senseless Torment of the Space Toilet”, two boys named George and Harold have saw Dupe’s commercial on their TV, and have got their evil principal, Mr. Krupp, to sign his contract. The next day, George and Harold send an application comic to P.O.O.P.S.I.E so they can send the school into space. When Dupe got it in the mail and read it, he evilly got it improve and head to Piqua to let P.O.O.P.S.I.E turn the school into a spaceship to send the school into space, with astronaut Moxie Swaggerman to be captain of the ship, much to Mr. Krupp’s display.
After a lot of events, such as George, Harold and Captain Underpants going to a space station and Captain Underpats dumping dangerous experiments down a toilet, turning it into a real monster called F.L.U.S.H.E.R, and getting the space station destroyed, in the next episode “The Abandoned Artifact of the Absentee Aliens”, Dr. Shifty Fitzgibbons reveal Dupe’s evil plans to George and Harold about sending them into space so he can get an alien spaceship and wants the kids to fly it back to earth. Unbeknownst to Dupe, if the ship gets activated, it will cause a war between the Littlites and the Biglayns that will destroy the earth.
In the last episode of the miniseries, due to Dupe’s actions, he went over budget looking for the alien ship, so P.O.O.P.S.I.E is shutting down. His fate is last unknown, it could been possible since the kids are in space for three months, due to the school-ship is trying to save Melvin Sneedly form the Biglyans, the parents possibly have called the cops to arrest Dupe for his actions, with Dupe got sent to jail for the rest of his life for his actions of child endangerment for sending the kids into space, his plan ends up costing him P.O.O.P.S.I.E going down and his reputation as a space director blows up and is most likely going to go down to.

He is a black man, with a short naircu, bushy moustache and a blue uniform.
Personality[]
When he was first shown, he was seen as a neutral character that was willing to give a school a field trip to space for the fun of it. However, as the series went on, it was revealed that Dupe had been wanting a school to go to space so they could go and hijack an alien spaceship, showing he didn't really care about the children he was harming and was just too focused on getting the alien spaceship.

- His name is a play on the word “Duplicitous” and meant to foreshadow his true nature.
- His appearance is similar to that of Old George Beard from book 12, but with a mustache.
- Unlike the rest of the villains in the series, he is one of the few that was defeated easily.
